REQUEST: Public Works Requesting Authorization to Upgrade the Streetlights in the Highlands
PURPOSE: The purpose of this Board item is to request authorization for Florida Power to replace the
existing streetlights in public rights of way in the Highlands with Flagler fixtures and
Victorian pole contingent upon the Highlands HOA paying the costs over and above the
City standard of $9.71 per streetlight per month.
CONSIDERA nONS:
This agenda item is needed to upgrade the streetlighting in the Highlands POD. The
Homeowners Association has been working with Florida Power Corporation to develop a lighting
plan that would upgrade the photometries and improve the appearance of the fixtures throughout
the Highlands PUD. The proposed plan would upgrade all fixtures to 100 watt and replace the
Colonial and cobra fixtures with a Flagler fixture and Victorian pole. The number of streetlights
would be reduced from approximately 250 to 180. The cost for this combination is $28.26 per
streetlight per month of which the City would pay the standard streetlight (cobra head/concrete
pole) cost that is $9.71 per streetlight per month.
The majority current lighting system was installed in approximately 1975. All of the
proposed streetlights will be in public right of way. FPC has determined there would be no capital
costs associated with the lighting upgrades. The Highlands HOA would remit monthly the cost
difference projected at $3,339. This arrangement is consistent with the TLBD streetlighting, and
more recently the Stone Gable streetlighting policies. Due to the reduced number of fixtures and
reduced cost of not having Colonial fixtures, the upgrade will save the City in excess of $8,000
annually.
The HOA did request that the City fully fund upgraded fixtures at the main entrance but
staff advised them that past precedent with TLBD was to not fund entrance upgrades.

FUNDING:
No additional funding required. The upgrade will save the City approximately $8,000
annually.
RECOMMENDATION:
It is recommended that authorization be given to for Florida Power to replace the
existing streetlights in public rights of way in the Highlands with Flagler fixtures and
Victorian pole contingent upon the Highlands HOA paying the costs over and above the
City standard of $9.71 per streetlight per month.
IMPLEMENTATION SCHEDULE:

The project would occur over the next 3 to 6 months. The HOA would remit the cost
differential when FPC begins billing it.

Dear Mr. Lockcuff:
The purpose of this letter is to provide you with an affirmative response that the Highlands Homeowners'
Association Board of Directors would like to move forward with upgrading the streetlights within the
Highlands that are located on the right-of-ways of its public streets. Theie will be 180 streetlights involved
in this replacement project. The selected design of the streetlights will be Florida Power's Victorian pole
with its Flagler light fixture (100 watt).
The increased monthly pole and light fixture rental expense will be borne by the Highlands Homeowners'
Association. As agreed, the City will continue to pay $9.71 per streetl ight each month with the Highlands
paying the additional cost of$18.55 per streetlight each month. Currently, there are approximately 250
streetlights (50 watts) on public streets in the Highlands. All of these lights will be replaced with the new
100-watt fixture. Please note the City will save approximately $8,200 annually because the Highlands will
require approximately 70 less lights due to the increased wattage provided by the new fixtures.
Currently, the City is the owner ofthe account with Florida Power. The Highlands does not suggest that this
arrangement change. The Highlands will supply you with a monthly check of $3,339 to reimburse the City
for the increase rental c.osts. We will deliver the check on the 10lh of each month to your attention unless you
would prefer a different arrangement.
We would appreciate any assistance your staff can provide in trimm ing back trees on the right-of-ways
during and immediately after the new poles are installed.
It has become apparent over the last few months that the Highlands needs to establish a reliable and orderly
procedure to report streetlights not functioning correctly, since it wi II be mOre than obvious when the new
streetlights are out. Florida Power will be maintaining an inventory of pole numbers and location. The Board
would like to arrange that its property manager cal1 you with that information and, in turn, you contact
Florida Power directly to report the streetlight problems because the City is the account holder. Please
provide an alternative procedure if you do not like my proposed procedure.
