REQUEST: The Public Works Department requests the City Commission's approval to fund
the City's share of St. Johns Water Management District's Howell Creek Basin
Watershed Management Plan in the amount of $22,000
PURPOSE: The purpose of this agenda item is to request the City Commission's approval to fund
the City's share of S1. Johns Water Management District's Howell Creek Basin
Watershed Management Plan in the amount of $22,000
CONSIDERATIONS:
· The Howell Creek Basin has a tributary area of 53 square miles and includes portions of
Winter Springs, Orange County, Seminole County, Casselberry, Oviedo, Winter Park,
Altamonte Springs, Maitland, and Orlando (see Exhibit A).
· The St. Johns Water Management District (SJRWMD) has retained Camp, Dresser, & McKee
(CDM) to prepare a Watershed Management Plan (WMP) for Howell Creek Basin.
· The WMP will address both stormwater quantity and quality issues. The study will inventory
the existing stormwater management systems and will provide an engineering analysis of the
existing systems to identify problem areas. The study provides detailed basin-wide hydrologic
and hydraulic modeling, and the analysis will develop alternatives to alleviate flooding and
develop regional solutions.
· The Howell Creek Basin covers approximately 3,300 acres in the City of Winter Springs. The
proposed Watershed Management Plan will provide a comprehensive stormwater quantity and
quality study beneficial to the City's stormwater management services.

PROJECT COST AND FUNDING:
. A total of$453,000 has been requested to fund the Watershed Management Plan. SJRWMD
is funding $250,000, and the local governments have been requested to fund the remaining
$203,000 in proportion to their respective land areas within the Howell Creek Basin. The
City of Winter Springs has been requested to fund $22,000 based on having approximately
10.9% of the basin area in the City.
. The City's $22,000 share is payable in two installments; one $11,000 payment for FY 06-07
and a second $11,000 payment to be made in FY 07-08.
. The project is funded in the FY 06-07 budget under Stormwater Engineering, fund #3810.
RECOMMENDA TION:
Staff recommends the City Commission approve funding in the amount of $22,000 for the
City's share ofSt. Johns Water Management District's Howell Creek Basin Watershed
Management Plan.
IMPLEMENTATION:
The project is underway and is scheduled to be substantially complete in approximately one
year.

Re: Howell Creek Basin Watershed Management Plan
Dear Mr. Fields:
Thank you for the City of Winter Springs's cooperation in the effort to develop a regional
stormwater master plan for the Howell Creek Basin. The Plan (WMP) will address both water
.quality and water quantity issues. The study will inventory the existing stormwater
management systems, and engineering analysis of the existing system and identify basin
problem areas. The study provides detailed basin wide hydrologic and hydraulic modeling
and, the analysis will develop alternatives to alleviate flooding and develop regional solutions.
The City of Winter Springs has agreed to participate in this effort with a contribution of
$11,000 for the FY 06-07 and the same amount in FY 07-08. The St. Johns River Water
Management District has received funding of $250,000 to match the funding from local
governments in the Howell Creek Basin. This amount has been forwarded to the St. Johns
River Water Management District.
Thus far the majority of Part 1 Phase 1 of our work is complete. The response from the City of
Winter Springs to assist in the gathering of data is much appreciated. The good news is the
progress is going very well for this master plan. Our next step is to complete the remainder of
Part I Phase 2, Survey, Wetland, Water Quality, Existing and Future Land Use, and Report
Preparation. A document on the modeling options has been provided to you be CDM to
discuss the modeling options at the August 17, meeting. The meeting is scheduled at the
Winter Park Country Club at 10:00 a.m.
