REQUEST: Public Works Department is advising the City Commission of the status of the
Vehicular Travel Lane striping program.
PURPOSE: This agenda item is to update the Commission on the condition of certain
Vehicular Travel Lane striping.
CONSIDERATION:
The Commission previously approved standards for vehicular travel lane stnpmg for
collector roads in the City per Consent Agenda, Item B, June 14, 1999 Commission meeting. The
collector roads were striped with thermoplastic material that maintains it's reflective and aesthetic
appearance approximately seven (7) years depending on weather and traffic wear. The Public
Works Department has inspected the striping on the striped streets and found their condition to be
consistent with life expectancy, with the exception of Winter Springs Boulevard which was striped
prior to implementation of V ehicular Travel Lane Striping Program. The following is list of striped
collector roads and year striped:
Winter Springs Blvd - 1996, Sheoah Blvd - 1997, Dyson Dr - 1999, Shetland Ave - 1999, Shepard
Rd - 2000, Northern Way (north and south) - 2000, Hayes Rd - 2000, Vistawilla Dr - 2000,
Tuscora Dr - 2000, Panama Rd - 2000, Shore Rd - 2000, Alton Rd - 2000, Trotwood Blvd. (east)-
2001, Seneca Blvd - 2001, Dolphin Rd - 2003, S. Moss Rd. - 2003
RECOMMENDATIONS:
Winter Springs Blvd. currently has 27,456 lineal feet of 4 inch white vehicle travel lane
striping and 25,845 lineal feet of 4 inch yellow striping around medians. The cost of white
thermoplastic striping would be $9529 and yellow thermoplastic striping would be $5,944. The cost
for the same lineal footage for both the white and yellow striping in paint would cost $4,680. As
Winter Springs Boulevard will be reconstructed under the Capital Improvement Program, it is
recommended that the white travel lane striping be done with paint and re-stripe entire roadway in
thermoplastic as part of the reconstruction cost.

FUNDING:
Maintenance and new installation of all roadway markings is funded from the Transportation
Improvement Fund (104-54635). The budget for FY 05/06 is $5000.

REQUEST: Public Works Department Recommending the City Commission Consider a
Policy for Designating Vehicular Travel Lanes
PURPOSE: The purpose of this Board item is to recommend that the City Commission
consider a policy of designating Vehicular Travel Lanes on 24 Foot width roads
which is 10 Foot Minimum for Travel Lanes and 2 Foot non-vehicular lanes on
both sides of the road.
CONSIDERA TIONS:
The City Commission approved standards for the striping of bike lanes on collector
roads on September 28, 1998, based on staff recommendations. Valid concerns were
raised prior to the implementation of the striping about safety and legal issues that, upon
review, were not properly addressed in the development of the recommended standards.
In particular, the bike lane on only one side of the road is a problem.
The revised recommendation is to stripe a two foot non-vehicular lane on both
sides of the collector road system which provides a ten foot travel lane in both directions.
The minimum for a bike/pedestrian lane should be four feet as referenced in the Manual of
Uniform Minimum Standards for Design, Construction and Maintenance for Streets and
Highways - 1989 Edition by FDOT and The Guide for the Development of Bicycle
Facilities by the American Association of State Highway and Transportation Officials.
The two foot non-vehicular lane created would not be designated as a bike lane because it
does not meet the four foot minimum width requirement. However, it could be used for
bicycling and any other non-vehicular use.

The striping of a non-vehicular lane as a traffic calming measure will probably have
a minimal effect in reducing cutthrough traffic although it may reduce speeds
somewhat. This is based on conversations with Mr. Lockwood of the City of West Palm
Beach and traffic calming reference materials. However, the creation of non-vehicular
lanes where practical does help develop and promote a bicycling and pedestrian
transportation network which can create an ambiance in the community.
The funding provided will allow us to install two stripes on 55,500 linear feet of
roadway. A total of 86,500 linear feet of collector roads are eligible excluding Seneca
Boulevard, which the Chelsea Woods HOA has asked not to be included. The roads and
footages are as follows:

The City Commission previously appropriated $30,000 in additional funds for this
project in the Public Works capital improvements line code (4410-56310). These funds
will provide 55,500 linear feet road with two 4" white thermoplastic stripes at $0.27 per
foot. The cost to do the entire 89,000 feet would be approximately $48,000.
RECOMMENDA TIONS:
It is recommended that that the City Commission consider a policy of designating
Vehicular Travel Lanes on 24 foot width roads which provides a 10 foot minimum width
for travel lanes and 2 foot non-vehicular lanes for each travel direction of the road.
Streets to be completed within the original $30,000 appropriation include; Hayes Road,

Shore Road, Alton Road, Shepard Road, Northern Way (N & S), Tuscora Drive,
and Vistawilla Drive.
IMPLEMENTATION:
The striping will be completed within thirty days of approval.
