REQUEST: The Community Development Department requests that the City Commission, in
its capacity as the DRC, consider a request of the James Doran Company for floor
plans and building elevations for Building 10 (Washington Mutual Bank).
PURPOSE:
The purpose ofthis agenda item is to review building elevations and floor plans for the James
Doran property in the Town Center.
CONSIDERATIONS:
The staffDRC met with representatives of the James Doran Company (C. Paul Bohaboy, AIA, of
Design Forum Architects) on May 21,2002 to review the building elevations and floor plans for
the Washington Mutual Bank (Building No. 10).
On Thursday, May 30, 2002, Design Forum Architects provided revised elevations and floor
plans for consideration via facsimile.

FINDINGS:
Building 10: The architectural depictions and floor-plan layout of building 10 appear consistent
with the Town Center Code, with the exception of spandrel glass proposed on the second story
fayade and a suspended slatted sun shade. The Town Center Code prohibits reflective and/or
bronze tinted glass and requires that awnings be fabric. Therefore, these items must be changed
to be consistent with the Town Center Code.
In general, the following code requirements must be met:
a. Shutters will be operable standard or Bahama type - no plastic;
b. Awnings will be fabric (no back-lighting or glossy finish);
c. Doors will be wood or metal (casement, French, or sliding - rear only);
d. No satellite dishes larger than 16" in diameter;
e. Retail storefronts are to have transparent windows on no less that 50% of the wall area and
shall remain un-shuttered at night (windows to be casement, single and double hung,
industrial, or fixed frame -36SF max.);
f. Doors or entrances with public access shall be provided at intervals of no more than 50';
g. Skylights, if provided, are to be flat to the pitch of the roof;
h. Signage to be consistent with Town Center code (pages 1342.31-1342.33); and
1. Roof to be consistent with the requirements set forth on page 1342.31 of the code - e.g.
applied mansard type roofs are not permitted.
RECOMMENDATIONS:
The staffDRC recommends that the City Commission, in its capacity as the DRC, require the
Building 10 elevations be modified to meet code, as outlined in the above Findings.

Mr. Baker-
Enclosed pleasn ffnd our revised plans and elevations for the proposed Washington Mutual bank at
the Winter Springs Town Center. The revisions W8m made based upon comments obtained during
our meeting on 5/21102. Our drawings now comply with the three provisions requested by the ORe
during the 5/21102 as follows:
1. Oriented main entrance to the building to face SR 434. The building has been
mirrored from its original orientation to accommodate this provision.
2. located a door along the entry drive (west elevation). Door has been placed within
50 feet of either comer of the building.
3. Maintain at leaat 50% of clear gins at the storefront level at the elevations facing
the parking lot, the entry drive and SR 434 per the development code. The building
elevations are in eompliance with this provn-ion.
The ffnal submittal package (complete with 16 copies of all drawings and rendered elevations) will
arrive at your office on Tuesday. JunG 4. Please confirm our inclusion on the agenda for the City
CommiSsion meeting on Monday, June 10.
