Authorization REQUEST: Public Works Department is Requesting Authorization to Retain the Services of Professional Engineering Consultants (PEC) for the Design of State Road 434 and Vistawilla Drive Intersection Improvements. PURPOSE: To enter into a contract with PEC through the Seminole County Minor Roadway and MBSU Design contract to design and prepare construction plans and obtain permits for improvements (construction of an eastbound right turn/ deceleration lane) to the intersection of State Road 434 and Vistawilla Drive in the amount of $20,975.40. CONSIDERA TIONS: This intersection was identified in the Right Turn/ Deceleration Lane Study in November 2004 as the number one priority for the installation of an eastbound right turn/ deceleration lane. Recent development at this intersection and anticipated increased traffic volumes increases the need for improvements. The developers of the Colonial Bank and the Metro Church of Christ, through development agreement, have agreed to donate the required land needed for the rights of way for the construction of the turn lane. FUNDING: CITY OF WINTER SPRINGS CITY COlVllVllSSION REGULAR MEETING - OCTOBER 9, 2006 CONSENT AGENDA ITEM 402 PAGE 2 0F 2 The funding for the design of this project has been budgeted this fiscal year (FY 2006-07) under the Transportation Impact Fund (140-65000- 30112). RECOMMENDATIONS: The Public Works Department recommends that Professional Engineering Services, Inc be retained for the design of the right turn/ deceleration lane for State Road 434 and Vistawilla Drive Intersection Improvements in the amount of $20,975.40. State Road 434 Winter Springs, Florida 32708 RE: State Road 434 / Vistawilla Drive Inter.section Improvements Proposal for Professional Engineering Services Dear Mr Fields: Professional Engineering Consultants, Inc.. (PEC) is pleased to present this proposal for professional engineering design, analysis and permitting services for the State Road 434/ Vistawilla Drive intersection improvements project which consists of the addition of eastbolmd right-turn deceleration lane at this intersections. The terms of this proposal are consistent with om continuous Seminole County Minor Roadway and MSBU Design contract terms and conditions, including manhoms and hourly rates SCOPE OF SERVICES Design, Construction Plans, Preparation and Permitting 1 Design topographic survey to include locating all improvements and utilities as evidenced by above ground features or as marked by the designated utility company representative.. The coveragellimits of this survey will be sufficient to construct the proposed improvements 2 Design right-of-way established based on existing right-of-way maps and monumentation 3 Execute a program of subsurface sampling and field testing, This includes perfOIming auger borings to a depth of 7 feet for the proposed turn lane widening. 4 Visually classify and stratify representative soil samples in the laboratory using the Unified Soil Classification System Engineering Our Community 200 East Robinson Street 0 Suite 1560 Orlando, Florida 32801 Mr. BIian Fields, P.E. August 30, 2006 Page 2 P-6311 5. Collect groundwater level measurements and estimate normal wet seasonal high groundwater levels 6. Prepare complete construction plans in accordance with the latest design standards, design manuals and policies adopted by FDOT and Seminole County as applicable, and in accordance with the City of Winter Springs criteria and preferences 7. Perform utility coordination.. The cost for relocation design of water mains, force mains or gravity sanitary sewer is not included in this proposal. If required, a separate proposal will be provided for approval 8 Submit the construction plans to FOOT for review and approval SCHEDULE A ninety (90) day proj ect schedule is anticipated to complete the construction drawings.. This time is exclusive of any review time by FDOT, and the utility owners. Close coordination will be required in order to minimize the review time by the various agencies..
