REQUEST:
City Manager Ronald W. McLemore is requesting that the City
Commission authorize Resolution Number 2006-54 supporting the
Seminole County-Wide Referendum on the November 7, 2006 Ballot to
dedicate 0.2 Mills of Ad Valorem tax over a ten year period for the
acquisition of environmentally sensitive lands and to acquire and develop
recreational trails and pedestrian bridges.
PURPOSE:
The purpose of this Agenda Item is for the City Commission to authorize
the approval of Resolution Number 2006-54 related to supporting the 2006
Natural Lands and Trails Referendum dedicating 0.2 mills of ad valorem
tax over a 10 year period for the acquisition of environmentally sensitive
lands and to acquire and develop recreational trails and pedestrian bridges.
CONSIDERATIONS:
. Seminole County will hold a Referendum on November 7, 2006 to
determine whether Seminole County residents support expanding the
Natural Lands and Trails Programs to purchase natural lands, acquire trail
corridors and construct recreational trails and pedestrian bridges.
. The City of Winter Springs is being asked to offer their support, through
the approval of Resolution 2006-54.

RECOMMENDATION:
The City Commission is requested to approve the attached Resolution
Number 2006-54 requesting the City's support of the 2006 Natural Lands
and Trails Referendum.

The 2006 Natural Lands and Trails Referendum
You Vote on Tuesday, November 7 could make the difference.
On election day, Seminole County voters will decide whether to extend
Seminole County's Natural Lands and Trails Programs.
What is the 2006 Natural Lands and Trails Referendum?
This referendum gives YOU a chance to help preserve green space and extend the trails
systems in Seminole County. These prgrams provide natural areas for recreation, education
and alternative transportation choices for both residents and vistors to enjoy.
What will this referendum mean to you?
Additional Passive Recreation Areas
Preservation of Wildlife Habitat
Additional Trail Corrdors and Trail Bridges for your safety
Preservation of Environmentally Sensitive Lands and Aquifer Recharge Areas
How will the programs be funded?
It is anticipated that dedicating 0.20 mills over a 10 year period would
generate over $70 million. The funding would further enhance both
the Natural Lands and Trails Programs, with not less than 50%
dedicated to Natural Lands acquistion. The average home value
for tax assessment purposes in Seminole County is $175,000 .
With a $25,000 homestead exemption, the cost of approval will be
approcimately $30.00 per year.

resolution is worded in a manner that shows City officials support the
referendum; the poster and brochure provide additional information.

serve in preserving water quality, aquifer recharge and wildlife habitats; and
WHEREAS, the Natural Lands and Trails Programs promote environmental education
and increase public awareness of environmental issues; and
WHEREAS, Seminole County will hold a referendum on November 7, 2006 to

County Referendum
Authorization of an additional tax for environmentally
sensitive lands, trails and pedestrain bridges
Shall Seminole County levy an additional ad valorem tax of two tenths
(0.2) on one mill on all taxable property within Seminole County for a
period of ten (10) years where not less than fifty percent (50%) of said
levy will be applied to the acquisition of environmentally sensitive lands;
and the remaining levy be applied to acquisition and the development
of recreational trails and pedestrain bridges?

I was very pleased to hear from Don Fisher during his presentation to the City
Commission at the October 9, 2006 meeting that the trail section around the Winter
Springs Industrial Park was included in the list of projects for funding if the referendum
is successful. This went a long way to getting unanimous support of the City
Commission for the referendum.
