REQUEST: The Parks and Recreation Department is notifying the City Commission of the status
of the Florida Land and Water Conservation Fund Program Grant regarding the
acquisition of the Parker Property.
PURPOSE: The purpose of this item is to update the City Commission on the status of the grant
application.
CONSIDERATIONS:
. On February 25, 2002, the Commission approved the submission of a Land and Water
Conservation Fund Program Grant to the State of Florida, Department of Environmental
Protection.
. On June 7, 2002, city staff received the award letter and the project priority list (ranking) of all
grant applications.
. The City of Winter Springs; Torcaso Park Expansion Project, scored #2 out of 7 acquisition
projects. This ranking should qualify the city to receive funding in the amount of $200,000.00
subject to federal appropriations in the next fiscal year.
. If this grant is approved at the $ 200,000 level as recommended, the city will have receive a total
of$ 750,000 in state grants over a three-year period.

Dear Mr. Pula:
On June 5, 2002, the Deputy Secretary for Land and Recreation of the Department of Environmental
Protection gave approval to award a $200,000.00 Land and Water Conservation Fund Program
(LWCF) grant to City of Winter Springs.
If the grant is accepted, inform us in writing by June 19. 2002. If you will not use the entire grant
amount, please inform us in your acceptance letter so that we may allocate the excess funds to other
approved unfunded projects.
We appreciate your cooperation returning the documentation requested in the Federal Application
Requirements packet sent to you in March. As Collier Clark explained to you earlier, these
documents are required for federal approval of the application and would be needed by June 7.2002.
We hope to receive federal approval by September. Please note that project costs incurred prior to
federal approval, other than pre-approved acquisition, will not be eligible for reimbursement.
We look forward to working with you in securing federal approval of the application and seeing this
worthwhile outdoor recreation project through to completion. It-you have any questions or comments,
