REQUEST:
The Information Services Department is requesting authorization to use
GSA contract #GS-35F -3098K through our current telephone vendor,
Orlando Business Telephone Systems (OBTS), for city-wide telephone
system upgrades already budgeted for this year.

PURPOSE:
To obtain authorization to use GSA Contract #GS-35F-3098K pricing with
our current telephone vendor, OBTS, for previously authorized and
budgeted telephone system upgrades for this fiscal year.
CONSIDERATIONS:
The City telephone system was originally installed at the Police Department
in 1997 and then at City Hall in 1998. The telephone system is made up of
two telephone switches; one at the Police Department and one at City Hall.
The two systems are tied together via a T -1 Megalink from Bellsouth at a
cost of approximately $1500 per month.
There is currently no switch redundancy at the Police Department.
Implementation of redundant switches is needed so that if one fails, the
other will take over and there will be no loss of phone service to the City.
This is important because all of the City's phone service is routed through
the phone switch at the Police Department. It is also critical for the Police
Department's Dispatch Center so that no calls are lost. This will also help
us during times of maintenance to the switches so that maintenance can be

performed on one switch at a time without creating any down time for the
system.

The upgrades include:
./ redundant switches at the Police Department
./ an additional Peripheral node at City Hall
./ a Primary Rate Interface upgrade
./ expansion of City Hall Node to accommodate Parks & Recreation
./ New telephone system for Parks & Recreation (fiber connectivity
for this proiect is a separate issue and will be brou2ht before the
Commission at a later date)
./ OPS Manager - Centralized management of the telephone system
across the network
./ Call Accounting System upgrade to Metropolis with LAN
connectivity
./ Voice Mail System Upgrade
./ Service and warranties
These upgrades will also allow us to eliminate the T -1 Megalink from
Bellsouth and save the City approximately $1,500 per month for this link.
This link will be replaced with existing fiber between City Hall and the
Police Department. It also includes a much needed new telephone system
for Parks & Recreation.

FUNDING:
This project is already budgeted for this fiscal year from General Fund in
the Information Services budget and is projected to cost $65,000.
RECOMMENDATION:
Recommend that the Commission authorize 1.S. to expend funds in the
amount of $65,000, with OBTS using GSA contract #GS-35F-0398K to
revamp City-wide telephone system.
IMPLEMENTATION SCHEDULE:
To begin immediately upon Commission approval.
