REQUEST: Public Works Department Providing the City Commission with R~vised
Plans for Hickory Grove Boulevard.
PURPOSE: The purpose of this agenda item is to provide the City Commission with copies of
the revised plans for Hickory Grove Boulevard which reflect the change to 45
degree angled parking along HGB.
CONSIDERA TIONS:
The plans for Hickory Grove Boulevard have been revised based on input from the
developer, DoverlKohl & Partners, and Ian Lockwood, The main changes are the switch
to 45 degree from 60 degree angled parking along Hickory Grove Boulevard and the
increase in sidewalk width to 10 feet.
A copy of the recommendation from DoverlKohl is attached. Copies of the
changes have also been provided to the developer and their engineer. Tuskawilla Road is
also included for reference although no parking changes have been made.

R~arding the on-street parking on Hickol"}' Grove Boulevard:
The original Master Plan produced by our office envisioned parallel parking next to the
sidewalk on both sides of the median in this street section. Curb-to-curb dimensions are
thus shown in our Master Plan at 18'. with 12' sidewalks between the curb and R.O. W.
linc. The Town Center District Code allows ,with DRC approval, a change from parallel
parking to diagonal parking on a case-by-case basis. The curb-to-curb dimensions of the
street must then be adjusted accordingly (V General Provisions: 1. Parking; 2. On-Street
Parking). The Code requires 18' in cross section tor the diagonal parking stalls, The
Code is silent on which dimensions should be used for the drive aisles as this dimension
varies a great deal depending on the angle chosen for the diagonal parking. Diagonal
parking laid out at a relatively shallow angle can be accommodated in a 28' curb-to-curb
dimension. Many conventional suburban parking standards (such as the Dade County
Zoning Code) recommend 29' curb-to-curb tor 45 degree diagonal parking. A slightly
narrower dimension is preferable on tramc calmed streets. Diagonal parking at angles
greater than 45 degrees allows for a somewhat greater number of parking spaces over a
long run. however parking at angles greater than 45 degrees is less desirahle a<; it causes
slrcets to begin to look and feel like parking lots.
Regarding the;diagonal on-street parking on Hickory Grove Boulevard shown on
the latest plans sent to us for review:
The diagonal parking in question along Hickory Grove Boulevard appears to be 33'
curb-to-curb (11iribbon curb, 10' drive aisle, 2' valley curb, 18' parking stall, 2' gutter
apron). According to conventional suburban standards, this should accommodnte
diagonal parking at an angle somewhere in-between 45 degrees (29') and 60 degrees
(commonly reql:1ired to be 34.7' curb-to-curb). ll1C question is not wheth~r the curh-to-
curb dimcnsiolljshown in the plans can accommodate diagonal parking, the question is
whether it can accommodate an angle as steep as that desired by the applicant (this angle
currently appeurs to be 60 degrees).
Our recommendation, in order to create streets that feci urban and not like drive aisles in
a parking lot, is that the angle of the diagonal parking be kept as close to 45 degrees as
possible. (f the <lngle is kept to 45 degrees, the curb-to-curb dimension call be reduced
by 4 or even 5 fect and this width within the R.O. W. can be given to the sidewalks
(presently shown at 7') achieving a sidewalk width of II or 12 lee I.
