Subject: President Daniel Torres Message in THOA Winter Springs Pride of
September 2005.
Mr. Torres, the President of the Tuskawilla Homeowners Association, announced to the city in a
city-wide mass mailing last week, of the Winter Springs Pride Magazine (a PAC of the THOA),
that I was mean-spirited for having pointed out to the State of Florida that serious errors of
judgement were made by the THOA Board of Directors last year regarding their efforts to elect
one of their Board members to the City Commission. The results of the Florida elections
commission report of 6 June 2005 points out these errors in judgement. But because the
complaint did not address other sections of law that pertain to other applicable areas, Mr. Torres
now alleges that he and his Secretary, Mr. Moti Khemlani, did nothing wrong, and that I
therefore, "am hell-bent on trying to undermine the good deeds of he and the THOA Board of
Directors. "
It is worth pointing out that it was Mr. Torres and his THOA Secretary and Treasurer, who used
questionable procedures in guarding association funds entrusted to their care by the good people
of Tuskawilla. They should be reminded that it was they who arranged to get Mr. Keel and his
campaign treasurer elected to the THOA Board of Directors, and they who then arranged to give
him five thousand dollars of Association funds for his political campaign in Winter Springs. It
was they who failed to report this transfer of funds to Keel for many months, and only then
because they were under investigation by the Florida Elections Commission. It was their own
fellow-Director, Mr. Keel, who then also failed to report the THOA funds he received and kept it
secret. It was his campaign treasurer who is also a new THOA Board member, and also failed to
point out to Mr. Keel, that as a THOA Board member running for public office, and receiving
THOA funds, that he should report this benefit given to him by you. And it is you Mr. Torres and
Mr. Khemlani who have still not arranged to get back the five thousand dollars given to your
fellow board member last year.
If these are good deeds in Mr. Torres and Mr. Khemlani's opinion, then an urgent need exists for
you to revisit the 'rule of law' question that maintains the integrity of our national election
system. To the average citizen, all of the above sounds like a conflict of interest among Board
members regarding the use of association funds, and I sincerely hope this is not the case?
If I were a dues paying member of your association I would not be looking elsewhere for people
to blame. I would ask that a disinterested party conduct an investigation into your THOA
activities. It might also be appropriate for the both of you to arrange for the immediate return of
the five thousand dollars of THO A funds which you so kindly provided to fellow-Board member
Keel.
