REQUEST: Community Development Department is advising the City Commission of
the status of various current planning projects.
PURPOSE: This agenda item is to update the Commission on the status of current planning
projects.
CONSIDERATION:
Avery Park - Construction continues. The potable water and sanitary sewer improvements to
be accepted by the City were accepted by the City at the June 24, 2002, City Commission
meeting. Staff may now issue certificates of occupancy for the buildings and their associated
lots, as pertinent.
Belfaire(formerly Battle Ridge) - All files and correspondence were requested (City Clerk
memo dated 5/06/02) for review relating to the final engineering/subdivision plan and
modification to the annexation and pre-development agreement. A pre-construction meeting
was held May 23, 2002. An archaeological survey has been provided to the City. Staff still
awaits a fully executed addendum to the annexation and pre-development agreement.
Construction may not commence until staff receives this document.
Fox Run Preliminary Subdivision Plan- On March 26, staff received the application and plans
for preliminary subdivision of a 5-lot residential subdivision on 1.28 acres at the west end of
Panama Circle. This item was reviewed at the April 2, 2002, DRC.
Garcia Driveway Re-locate. - Staff received an application from Manny Garcia to relocate a
private drive/roadway from Tuscawilla Unit 5 onto an adjacent portion of Oak Forest Tract
"A" that Mr. Garcia owns. The item was initially scheduled for the June 18, 2002, DRC, but
was re-scheduled for the July 2, 2002, DRC.

Highlands Apts., Phase II - The 42 unit apartment preliminary site plan was approved on
April 22, 2002. The final engineering/site plan re-submittal will be reviewed at the July2,
2002, DRC.
JDC Calhoun - Construction continues. The applicant has re-submitted building plans for
buildings 9, 11, 13, and 14. These are under staff review and require modifications. Staff
awaits building plans and an up-dated and corrected architectural redering/elevations for the
Washington Mutual (Building No. 10), featuring spandrel glass and metal canopies.
Miranda - Staff awaits a site plan submittal.
Nursery Road (Phil Reece) - The FLU amendment, rezoning, and development agreement are
scheduled for this meeting.
Oak Forest Unit 7 (Triangular-shaped O.86-Acre Tract between Oak Forest & Tuskawilla
Office Park) - Staff believes that a subdivision re-plat is mandated by sections 9-3 and 9-4 of
the City Code.
Parkstone - Construction continues. Since the City Commission accepted those potable
water and sewer improvements that were to be dedicated to the City, certificates of occupancy
may now be issued for buildings and their associated lots, as pertinent.
SR 434 Retail(a.k.a. Villagio) - The FDOT will be conducting a meeting to discuss access
alternatives. The applicant has been negotiating with the Stone Gable homeowners.
SR 434 Roadway Improvements Project - No additional information.
Torcaso Park Improvements- On March 27, staff received the final engineering/site plan for
the City's Torcaso Park improvements. This item was reviewed at the April 2, 2002, DRC
meeting.
Tuskawilla Office Park - Construction is proceeding. The final plat was received on May 15,
2002, reviewed by the staff DRC on May 21, 2002, and is scheduled on this agenda. A
proposed temporary construction easement is also scheduled on this agenda.
Tuskawilla Trails. - The preliminary subdivision plan (36 lots and a storm-water pond on 8.64
acres) was approved at the June 10,2002, City Commission meeting. Staff awaits submittal of
the final engineering plans.
Wagner's Curve - The final subdivision plan was submitted May 24, 2002, and reviewed at
the June 4,2002, DRC meeting. Staff awaits are-submittal of the final subdivision plans.
Winter Springs Elementary. - A site plan for a 15,000 SF learning center, to replace existing
portables, was received May 3, 2002, and reviewed at the May 21, 2002, DRC. Are-submittal
was reviewed at the June 18,2002, DRC.
Board of Adjustment - The Board of Adjustment (BOA) will meet on July 18 (rather than on
the first Thursday - July 4), to consider 2 setback requests.

Staff is awaiting a re-submittal from the applicant at 1521 W oodsglen Drive. The matter was
heard at the December 6,2001, BOA meeting, for a variance for an addition to encroach 8 feet
into the 20 foot rear yard setback set forth for Fox Glen at Chelsea Park. The BOA requested
that the applicant bring in other alternative designs with less encroachment.
