REQUEST:
Information Services wishes to update the Commission on
the status of the research being conducted on City-wide
Wireless Broadband and requests authorization to join
County and other Seminole County cities in joint RFI on
this wireless initiative.
PURPOSE:
To further inform and update the Commission on the status of the
research being conducted on City-wide Wireless Broadband and to
obtain Commission authorization to join Seminole County and other
Seminole County cities in a joint RFI on this wireless initiative.
CONSIDERATIONS:
Much interest has been shown in the past year or so relative to city-wide wireless
broadband access for the City of Winter Springs. The City Manager was charged with
getting more information on this topic. On June 13, 2005, the Commission heard a
presentation from Consultants from a company called MRI, Inc., who presented a cursory
feasibility study for the City of Winter Springs (Regular 501). MRI was the consultants
that worked with the City of St. Cloud on their wireless initiative. The Commission
requested that the consultants submit a proposal for phase II of this proposed project.
Phase II would encompass further, more in-depth research, workshops, surveys, and an
RF site survey in order to develop a business plan by which to proceed.

MR!, in partnership with Hewlett Packard (HP) submitted a proposal in the amount of
$119,829 with the following deliverables:
1. Technology and architecture recommendations addressing specific applications and
user groups that were identified and documented in business planning meeting.
2. Comprehensive design report with initial estimate for equipment and services.
3. Financial model that details cost justifications where applicable.
We have discovered at least one other company that is willing to provide the service on a
turn-key basis at no cost to the City and that there may be other that would respond to an
RFP.
After review of this proposal as well as other options, the City Manager directed the
Information Services Director to obtain further information and copies of RFP'sfor
wireless implementations. The collection of this information is in progress at this time.
FUNDING:
Not applicable at this time
RECOMMENDATIONS: That the Commission authorize the Information Services Director to
explore the option of joining the County and other Seminole County cities
in a joint RFI on this Broadband Wireless Initiative and allow sufficient
time for the results of the RFI and RFP research to be compiled and
brought back to Commission at the earliest possible time.
