PUBLICLY ANNOUNCE THE REQUEST
REQUEST: The City Manager is requesting that the City Commission hold a Public
Hearing relative to the approval of Resolution No. 2006-48, which establishes the Tentative
Operating Millage Rate for Fiscal Year 2006-2007 for the City of Winter Springs at 4.2919
mills which is 9.50% above the rolled-back rate of 3.9195 mills and the Tentative Voted
Debt Service Millage Rate for Fiscal Year 2006-2007 for the City of Winter Springs at
.1100 mills.
PURPOSE: The purpose of this agenda item is to have the Commission approve the first
reading of Resolution No. 2006-48, otherwise known as the Tentative Millage Rates for Fiscal
Year 2006-2007.
CONSIDERATIONS:
On July 24,2006, the Commission established the proposed millage rate (millage cap) at 4.4019.
Resolution No. 2006-48 will establish the tentative millage rates for fiscal year 2006-2007. It is
recommended that the tentative millage rates not vary from the proposed millage rates
(millage cap) that were previously established.
· The operating millage for FY 2005-2006 is 4.6126 mills. The proposed operating millage for
FY 2006-2007 was established at 4.2919 mills.
· The voted debt service millage for FY 2005-2006 is .1374 mills. The proposed voted debt
service millage rate for FY 2006-2007 was established at .1100 mills.
· The rolled-back rate is 3.9195 mills. The proposed operating millage rate is 9.50% above the
rolled-back rate.

· Any changes or deletions to the tentative millage rates and the tentative budget requested by
the City Commission at this meeting will be reflected in the second reading (Final Millage
and Budget Hearing) scheduled for September 25,2006 at 6:30 PM.
· The Commission can further amend the millage rates and the budget at the second reading.
RECOMMENDATION:
Tentative Millage Rates
· Recommend that the Commission adopt Resolution No. 2006-48 establishing the tentative
operating millage rate at 4.2919 mills for fiscal year 2006-2007 and the tentative voted debt
service millage rate at .1100 mills for fiscal year 2006-2007.
IMPLEMENTATION SCHEDULE:
Upon approval and adoption of Resolution No. 2006-48, at the second reading, the millage rates
for fiscal year 2006 - 2007 would be implemented and become effective on October 1, 2006.

RESOLUTION NO. 2006-48
A RESOLUTION OF THE CITY COMMISSION OF WINTER
SPRINGS, FLORIDA, ADOPTING THE TENTATIVE
OPERATING MILLAGE RATE FOR THE CITY OF WINTER
SPRINGS FOR THE FISCAL YEAR COMMENCING ON
OCTOBER 1, 2006 AND ENDING ON SEPTEMBER 30, 2007;
ANNOUNCING THE PERCENTAGE BY WHICH THE
TENTATIVE OPERATING MILLAGE RATE EXCEEDS THE
ROLLED-BACK RATE; PROVIDING FOR REPEAL OF
PRIOR INCONSISTENT RESOLUTIONS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Winter Springs has held a public
hearing on the tentative millage rate pursuant to Florida Statute 200.065, Subparagraph (c);
WHEREAS, the City Commission of Winter Springs desires to adopt the tentative
operating millage rate and publicly announce their percentage change by which the tentative
proposed operating millage rate exceeds the rolled-back rate, and adopt the tentative voted debt
service rate; and
WHEREAS, the City Commission of the City of Winter Springs deems that this
Resolution is in the best interest of the public health, safety, and welfare of the citizens of Winter
Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recitals are deemed true and correct
and are hereby fully incorporated by this reference.
Section 2. The City Commission adopts its tentative operating millage rate of 4.2919 mills
and its tentative voted debt service millage rate of .1100 mills for the fiscal year commencing
October 1,2006 and ending September 30,2007.
Section 3. The tentative operating millage rate of 4.2919 mills is more than the computed
rolled-back rate of3.9195 by 9.50%.
Section 4. Within fifteen (15) days of the date of this Resolution, the City Clerk shall
advertise in a newspaper of general circulation its intent to finally adopt the millage rates and
budget and shall hold a public hearing to finalize the budget and adopt the millage rates not less
than two (2) days or more than five (5) days after the date the advertisement is first published.

Section 5. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or
portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
Section 7. Effective Date. This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs, Florida.
RESOLVED by the City Commission of the City of Winter Springs, Florida, in a regular
meeting assembled on this 11 th day of September, 2006.
