REQUEST: The Community Development Department- Planning Division requests that the
Commission hold a Public Hearing for the Conceptual Review ofthe JDC Town Center Building
17.
PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive
community development consistent with the intent and purpose of and aesthetic appropriateness
set forth in the Town Center Code.
APPLICABLE LAW AND PUBLIC POLICY:
Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs
Section 9-601. Approval prerequisite for permits.
Section 9-605. Submittal requirements.
Section 20-321. [Town Center] Administration.
CHRONOLOGY:
January 24, 2005 - City Commission approved final engineering plans for 2 acre portion at
the NW comer of the existing 14+ acre Doran site.
March 15, 2005 - Pre-construction meeting held for the 2 acre portion ofthe 14+ acre site
April 25, 2005 - City Commission approved revised final engineering plans (removed big oak)
June 13,2005 - City Commission approved Building 16 elevations (except trellis and/or
colonnade at W or SW end ofbuilding)
August 22, 2005 - City Commission postponed Building 17 aesthetic review
CONSIDERATIONS:
Overview:
Subsection 20-321 (b) (1) of the [Town Center] Code states that the City Commission (in its
capacity as the development review committee for developments with in the Town Center) "shall
have authority within reason for approving all aspects of site planning and exterior architecture,
including aesthetic appropriateness.. . and other site specific matters not delineated herein."

Important items that do not appear to have been addressed in these elevations include, but
are not limited to the locations of the, fire riser room, meter bank, exterior HV AC
equipment, upper floor exterior lighting, downspouts and scuppers. The location of and
details about these items can significantly affect the appearance of the buildings. Staff
typically works with the applicant to resolve these issues during the building permit
process.
Building 17
Building 17 is proposed on the south side of Blumberg Boulevard, at its intersection with Cliff
Rose Drive, largely on the Kingsbury site, adjacent to the 14+ acre Doran site. The 3 floor
(10,200 SF X 3 floors = 30,600 SF) building is proposed to be totally residential condominiums,
with 26 units. This property needs to be divided from the existing Kingsbury site. The applicant
then wishes to attach this to the existing Winter Springs Town Center plat (PB 64, pages 63 &
64).
Building 17 primarily fronts Blumberg Boulevard and provides an impressive frontage on Cliff
Rose Drive, with both colonnades and balconies (balconies are 5 feet 2 inches deep - in contrast
to the 6 foot depth requirement in Section 20-326 for second floor balconies). Staff believes that
more could be done to the Blumberg Boulevard frontage to make the building even more
"livable" and vibrant for the residents fronting on Blumberg Drive and what will become a very
impressive linear park within its median. The Blumberg Boulevard side appears at grade, right at
the comer - in the front (north) elevation. In contrast, the west elevation makes it appear
elevated. This needs to be clarified by the applicant before the Commission approves the
concept. Considerations to improve the design may include, but are not limited to increasing the
size of the units, even ifit means diminishing the number of units.
There has not been a formal site plan reviewed or approval for the Building 17 area. Its submittal
is contingent upon properly dividing the Kingsbury site. One pertinent issue is the number and
location of the associated designated parking spaces for the residential units in buildings 4 and
17, all of which are proposed to be located on the Building 17 site. Vehicular and pedestrian
connection between this future site and the existing Doran site is another important issue.
Separation between Building 16 and Building 17 along the unplatted and private Cliff Rose
Drive (Cliff Rose is depicted in the Town Center Master Plan as a Town Center street) is another
important issue. Section 20-325 states that the maximum space between buildings along Town
Center streets is to be 35 feet. Staff, the City Manager, and the applicant have been working
together to resolve this issue in a manner that creates a sense of place and positive interaction
around the Cliff Rose traffic circle.
STAFF RECOMMENDATION:
Staff recommends that the City Commission review and provide comments on the proposed
Building 17 subject to consideration of the above mentioned items (which include, but are not
limited to second floor balcony depth, first floor elevation above the adjacent sidewalk, utility
provision, signage, and the site plan - including, parking, building separation, connection to the
existing Doran site, and the area adjacent to the circle). Site plan approval and aesthetic review

must address any acceptable code deviations through a development agreement, special
exception, or other legal mechanism deemed appropriate by the City Attorney.
