REQUEST:

The Community Development Department requests the City Commission consider information
about the design and construction of the S.R. 434 Trail Bridge.
PURPOSE:
The purpose of this agenda item is to provide the latest information from Seminole County
regarding the design and construction of the Trail Bridge across S.R. 434.
CONSIDERATIONS:
Seminole County (COUNTY) proposes the design and construction of a multi-use trail overpass
on the Cross Seminole Trail over State Road 434 (SR 434) in Winter Springs, Seminole County,
Florida. The overpass will accommodate multi-users such as, pedestrians, bicyclists, in-line
skaters, and hikers. Equestrian users will be accomodated by the overpass structure or by an at-
grade crossing. The overpass structure will cross SR 434 approximately 'l'4 mile east of
Tuskawilla Road within the relocated Cross Seminole Trail Corridor. The overpass will provide
trail users an uninterrupted trail crossing over SR 434. Seminole County has received approval

from Florida Department of Transportation (FDOT) to clear span the road and place piers
outside the SR 434 sidewalks with the appropriate clear zone from the SR 434 travel lanes.
The ovepass is expected to reflect the quality of design and construction commensurate with the
Winter Springs' "Town Center" Development and surrounding area. The overpass is expected to
be a high profile aesthetically pleasing addition to the County's Trail System and be compatible
with the upscale development lining the SR 434 corridor in this area. It shall be attractive,
practical and functional. Use of aarchitectural treatments is encouraged (i,e. make a simple span
overpass look more like a high tech structure).
FINDINGS:
· The Evaluation Committee met on April 25, 2002 to nake a final selection from the three
short-listed firms for design and construction of the Trail Bridge over SR 434. Jones
Brothers and Harding ESG were selected as the team offering the most value in terms of
design, long-term serviceability and cost.
· The team selected was not the low bidder for the 75' easement with "equestrian" overpass
but did provide the low bid for the 75' easement without the equestrian poverpass..
· The ISTEA Grant amount is $1,678,000. The Jones Brothers' bid for design/construction
with equestrian overpass is $2,980,000 and without the equestrian overpass if $2,645,000.
. County Staff will present the matter to the County Commission at the May 28th regular
meeting. The Commission will be asked to accept the recommendation of the Evaluation
Committee, select the proposal with or wothout the equestrian overpass and appropriate
funds to cover the shortfall.
FUNDING:
Funding for the Trail Bridge is from a $1,678,000 Intermodal Surface Transportation
Enhancement Act (ISTEA) grant approved May 1, 1998.

STAFF RECOMMENDATION:
Staff recommends the Commission be apprised of the latest information related to the
design/construction of the Trail Bridge.
