HomeMy WebLinkAbout2002 05 13 Consent E Equipment Donation to Winter Springs High School COMMISSION AGENDA ITEM E CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR May 13, 2002 Meeting MGR ~PT ..J;~ Authorization REQUEST: The Fire Department is requesting City Commission approval to donate equipment to Winter Springs High School that was purchased through grant funds. PURPOSE: The purpose of this Commission item is to request that the Commission approve the donation of two (2) AEDs (Automatic External Defibrillators) to Winter Springs High School for the health, safety, and welfare of the students, faculty, and guests that attend or visit that facility from excess grant funds that were recently received by the Fire Department. CONSIDERATIONS: A trust fund was originated on behalf of a Winter Springs citizen who recently passed away. The Joseph G. Markoly foundation was created for the purpose of enhancing the quality of medical care for the Central Florida Area. The foundation has funded many projects, one being the recent addition of AEDs (automatic external defibrillator) at the Orlando International Airport. The trust fund executor felt the need for funding to be used to enhance EMS, and the patients we care for in the City of Winter Springs, specifically for the purchase of equipment for a total of $30,000. This money would be used to purchase three (3) "LiteLift" pneumatic patient stretchers to be used in each of our rescues for patient transport, and one (1) "demonstrator" "Codemaster" cardiac monitor/defibrillator. The stretcher is a new product that was designed to lift a patient, up to 400 pounds, using air pressure, which will greatly diminish the possibility of lift-related back injuries common in the fire service. It will also, when needed, provide a cushion of air that the patient, riding in the back ofthe rescue/ambulance, will benefit from. Consent Agenda Item E May 13,2002 Page 2 The cardiac monitor/defibrillator, the same as we use now, will be used as a back-up piece of equipment that could also be used for training purposes, so that less equipment needs to be taken off of the rescue vehicle during that training. After purchasing the equipment originally requested from the grant funds there was additional funds leftover. The Joseph G. Markoly foundation was contacted and the idea was presented to purchase the AEDs for the benefit of the Winter Springs High School under the direct supervision of the athletic trainers and school nurse who have training in emergency medical services. The foundation thought that this was an excellent idea and gave the Fire Department support for this endeavor. Training will be provided to the High School by qualified trainers in the use of this equipment, and the High School has provided a letter of acceptance of responsibility (attachment 1). FUNDING: The funds for the equipment which was purchased was originally obtained by the City in the form of a $30,000 equipment grant and the funds were made available to the Fire Department in the Medical Transport Fund, Other Equipment Line Code 170- 54610. The cost for the two (2) AEDs with cables that will allow direct connection to the Fire Department Heart Monitors totals $3,395. RECOMMENDATION: That the City Commission approve the request to donate two (2) Automatic External Defibrillators (AEDs) to the Winter Springs High School. IMPLEMENT A TION SCHEDULE: Transfer equipment and provide training within 30 days after approval. ATTACHMENTS: 1. Copy of letter from Winter Springs High School. Quick, decisive treatment in cardiac emergencies is the key ingredient to saving lives and speeding recovery. These valuable pieces of equipment will ~ertainly help enhance our ability to not only properly care for our student- athletes, but the general public who attend our sporting events as well. Winter Springs High School will assume all responsibility for the training and use of this equipment, holding the City of Winter Springs harmless of any and all responsibility. Again, we sincerely appreciate the assistance and support of the City of Winter Springs, and look forward to continuing our partnership in working to provide the very best to the students and citizens of Winter Springs!
