REQUEST:
Community Development Department requesting the City Commission consider and approve a final
engineering/sitep1an for the Belle Avenue Warehouse.
PURPOSE:
The purpose of this Agenda Item is to request that the City Commission approve a final engineering/site
plan for this 1.174-acre site. The site has an Industrial Future Land Use designation and is within the
Commerce Center [Commercial] zoning district.

Chapter 9, City Code.
Chapter 16, City Code.
Chapter 20, City Code.
CONSIDERATIONS:
The site is located on the east side of Belle Avenue, generally southwest of the Winter Springs
Elementary School and due west of the Walden Terrace residential subdivision. The area north of the site
is part of the Commerce Center, the areas west and south of the site are within the City of Casselberry
and have Industrial zoning. There are no known environmental issues associated with this site.
The site is presently developed with 3 masonry residential structures, a pool, and one approximately
2,730 square foot metal building. The 3 residential structures and the pool will be demolished. The
existing metal building will remain as part of the site.
Water and sanitary sewer will be provided by the City of Winter Springs. Storm-water management is
provided by 2 ponds - at in the east and one at the west end of the site.

Section 9-277 (28) of the City Code requires 1 parking space for each 4 employees in this type of
facility. There are estimated to be a total of 39 employees (10 required spaces), for which 18 parking
spaces are provided. Three of these 18 spaces are handicap accessible.
Signage is provided consistent with section 16-86 of the City Code.
PLANNING & ZONING BOARD ACTION: At its regularly scheduled meeting of July 6, 2005, the
P&Z Board recommended approval of the final engineering/site plans for the Belle Avenue Warehouses.
RECOMMENDATION:
The Planning and Zoning Board and staff recommend that the City Commission approve the attached
final engineering/site development plan.

Ms. Sahlstrom discussed this Agenda Item and displayed Photographs of the Site.
Discussion ensued regarding parking spaces.
