Subject: St. Stephens Half-Way House Refuse on Moss Road in Winter Springs.
For two years now the residents of Moss Road have complained and complained without
relief about the trash receptacles located at the two four-plexes just south of the Moss
Cove Apartments. These complaints have been noted by the city and repeatedly been
passed along to the owners of the property - Saint Stephens Church on Tuskawilla
Boulevard in Winter Springs. With the passage of two years without relief from this
negligent property owner, urgent action is now needed. Piles of garbage are constantly
strewn around the parking lot along the north side of the Saint Stephen's Moss Road
property .
A month ago I again complained to the city when the garbage at this location was
particularly egregious, and was promised something would be done. On 5 July a resident
of Moss Road again called my residence and expressed his outrage at the garbage Saint
Stephens Church allows to pile up in his neighborhood and no one seems to care as long
as it does not impact the parishioners property of Saint Stephens in Tuskawilla? He
suggested the City pick up the garbage and dump it at Saint Stephen's Church. I called-in
the problem to code enforcement that day, only to learn that another letter was being
forwarded to Saint Stephens... once again asking them to clean up their property on Moss
Road. I drove by the property two days later on 6 July and noted that the garbage issue
was now worse in their parking lot. What is the garbage? Old mattresses, furniture,
appliances, kitchen sinks, toilets, carpeting, lumber, scores of plastic milk and water
bottles.
Enough is enough! I am asking this Commission for a resolution tonight to immediately
notify those responsible at Saint Stephens Church that unless they end their neighborhood
blight on Moss Road, that henceforth garbage strewn around their property on Moss Road
wil icked up by the City and dumped on Saint Stephen's property in front of their
urch n Tuskawilla Road. ...,
