REQUEST: Public Works Department Informing the City Commission of the Results of
Initial Speed Study on S.R. 419.
PURPOSE: The purpose of this agenda item is to inform the City Commission that the results
of the initial speed study of S.R 419 would not support a reduction in the speed
limit
CONSIDERA TIONS:
The City Commission directed staff to investigate the possibility of reducing the
speed on S.R 419 during the Edgemon Avenue traffic signal discussions. PEC completed
the attached study as part of the temporary design for the Edgemon Avenue traffic signaL
The results do not support a reduction in the speed limit at this time, Now that the
Edgmon Avenue signal is operational, we will be revisiting speed counts in the hope that a
- 'reduction in the speed litriit can' be justified,

RE: State Road 419 - Speed Counts
Dear Kip:
On November 14 and 15, 2001, we conducted two speed counts along State Road 419 north
and south of the Moss Road intersection. For each speed count, the results were broken
down into southbound traffic and northbound traffic, The results of these counts are
presented in the following table, followed by definitions of key terms.

(1) 85th Percentile Speed: 85 percent of the vehicles travel at or below this speed. This
speed is the upper limit of "reasonable" speeds for the prevailing conditions, The
85th percentile is commonly used by agencies, including FDOT, to set the speed limit
on roadways,
(2) Pace: The 10 mph increment or range of speeds within which the highest percentage
of vehicles travel.
(3) Median Speed: Half of all vehicles travel faster than this speed and half travel
slower.
(4)
Average Speed: The sum of all speeds divided by the number ofvehicles.

The Florida Department of Transportation Speed Zoning for Highways, Roads and Streets
in Florida, 1997 edition, Section 9,1, explains that the speed limit should not differ from the
85th percentile speed or upper limit of the 10 mph pace by more than 3 mph, unless
supported by supplemental investigations, The supplemental investigations relate to items
such as high crash conditions, roadway alignment and curvatures, or other factors, Please
note that a higher number of crashes occur when the speed differential is greatest.
Individual speeds at the 85th percentile level is by definition the safest speed of traveL
Based on this data, FDOT would not support a reduction of speed on this facility, Since the
time these speed counts were taken, a new traffic signal has been installed at Edgemon
Avenue which may have an impact on the overall travel speeds along State Road 419, Our
recommendation at this time is to conduct new speed counts on State Road 419 and based
on the results of these counts, a detennination could be made regarding the posted speed
limit.
