Meeting
REQUEST: Community Development Department is advising the City Commission of
the status of various current planning projects.
PURPOSE: This agenda item is to update the Commission on the status of current planning
projects.
CONSIDERATION:
Avery Park - Construction continues. The Contractor is repairing the retaining wall.
Belfaire(formeriy BaUle Ridge) - No activity.
Highlands Apts., Phase II - The 42 unit apartment preliminary site plan is scheduled for the
April 3,2002, Planning and Zoning Board meeting.
mc Calhoun - Construction continues. The foundation has been poured for the Publix
building. The JDC construction manager will address the April 2, 2002, staff DRC about the
elevations/facades for buildings 9, 11, 13, and 14 and a change in the phasing schedule for
buildings 13 and 14.
Miranda - There has been no activity since staff provided an amended draft development
agreement back to the applicant.
Nursery Road (Phil Reece) - Staff has met with Mr. Reece on March 15, 2002. A separate
meeting was held on March 14, 2002, between staff and Ms. Slack (resident spokesperson),
since she could not attend the March 15 meeting. Two development alternatives are scheduled
for the April 2, 2002, special City Commission meeting.
Parkstone - Construction continues. Staff received a maintenance bond for Unit III. The
original was provided to the City Clerk, with a copy to City Attorney. Staff is awaiting the
results of the City Engineer's inspection.

SR 434 Retai/(a.k.a. Villagio) - No activity. The applicant inquired about citizen input at the
March 11, 2002, City Commission meeting. Staff is waiting for the first resubmittal and traffic
study. The applicant has made inquiries about limited clearing while the site plan is being
reviewed. Staff responded that the Code does not provide for clearing before the final site plan
is approved and an arbor pennit is issued. Code Enforcement has investigated the allegations
of unauthorized clearing.
SR 434 Roadway Improvements Project - Staff received a preliminary design, provided a
copy to the City Manager, and distributed copies to DRC members for infonnation and
comments at the March 19,2002, DRC meeting.
Triangular-shaped O.86-Acre Tract between Oak Forest & Tuskawilla Office Park - On
March 6, 2002, the Planning and Zoning Board heard the City-initiated Future Land Use map
amendment and rezoning.
Tuskawilla Office Park - The project has had a pre-construction meeting and they are
currently clearing, pursuant to the development agreement.
Tuskawilla Trails. - No activity. Staff is awaiting the first resubmittal of preliminary
subdivision plan.
Wagner's Curve - Staff received a preliminary subdivision plan on March 5, 2002. The plan
is scheduled to be heard at the April 3, 2002, Planning and Zoning Board meeting.
Board of Adjustment - The Board of Adjustment (BOA) met on March 7, 2002, and is
recommending (2-1) a variance from a rear yard setback to save trees at 210 Arnold Lane. The
applicant desires to build 25 feet into the 35 foot rear building setback set forth for the RC-I
zoning district. The item is scheduled on this agenda.
On March 1,2002, staff received a variance application for the April 4, 2002, BOA meeting, to
allow a garage at 932 Arabian Avenue to encroach 5 feet into the 20 foot side yard setback.
Staff is awaiting a resubmittal from the applicant at 1521 W oodsglen Drive. The matter was
heard at the December 6, 2001, BOA meeting, for a variance for an addition to encroach 8 feet
into the 20 foot rear yard setback set forth for Fox Glen at Chelsea Park. The BOA requested
the applicant bring in other alternative designs with less encroachment.
NEW SUBMITTALS:
Fox Run Preliminary Subdivision Plan- On March 26, staff received the application and plans
for preliminary subdivision of a 5-lot residential subdivision on 1.28 acres at the west end of
Panama Circle.
B. v.: Models- On March 27, staff received the application and plans for preliminary site plan
review for a 1,600 square-foot single story addition to an existing structure at 170 SR 419.

Torcaso Park Improvements- On March 27, staff received the final engineering/site plan for
the City's Torcaso Park improvements.
