REQUEST: The City Manager requests that the City Commission consider development
alternatives for the Nursery Road tract.
PURPOSE: The purpose of this agenda item is to present two scenarios for development of
the 7.561 acre Nursery Road tract.
CONSIDERATIONS:
The City Commission on March 11, 2002 directed the City Manager to meet with
affected part~es and work out a development solution for the Nursery Road property.
On March 14,2002 Staff met with Cindy Slack, neighborhood spokesperson, to discuss
development alternatives.
On March 15,2002 Staff met with Phil Reece, property owner, to discuss several
scenarios for development.
FINDINGS:
Public water and sewer must be extended to the site at a cost of approximately $40,000
($30,000 sewer, $10,000 water).

At the City Commission meeting it was suggested that a residential future land use
designation and zoning be applied to the eastern end of the property and to the
rectangular parcel on the south side.
The dry retention pond area on the eastern boundary of the property could serve the
residential neighborhood as a pocket park.
The property owner is agreeable to consider donating land for a pocket park provided the
City extends water and sewer service to the site.
FISCAL IMPACT:
$40,000 in City funds would be required to extend water ($10,000) and sewer ($30,000)
service to the site. The City would need to expend funds to develop and maintain the
pocket park.
STAFF RECOMMENDATION:
City Manager recommends that the Commission consider the following
development schemes and provide direction.
Alternative A
The 7.561 acre site would be rezoned to Commercial C-2 and the FLU
designation would change to Commercial. The rear portion of the property,
approximately 1.18 acres, and the 0.98 acre parcel on the south side of Nursery
Road would be dedicated to the City for a pocket park. A 6-foot masonry wall
would be constructed by the property owner to separate the eastern portion
designated for recreational use from the commercial site. A black vinyl fence
would be installed by the City to screen the park area from the adjacent
residential areas. The City would extend water and sewer service to the site.

Alternative B
The front portion of the site, approximately 3.79 acres, would be rezoned to
Commercial C-2 and the FLU designation would change to Commercial. A six-
foot masonry wall would be constructed by the property owner adjacent to the
residential property on the north, east and south side of the property as shown on
attachment B. The property east of the commercial tract, approximately 2.79
acres, would be zoned R-1A and developed as single family. The parcel south of
Nursery Road, approximately 0.98 acres, would be zoned R-3 and developed as
duplexes or townhomes. The dry retention pond would be relocated to the
commercially zoned tract.
