REQUEST:
Mayor John F. Bush requests that the City Commission review proposed
Resolution 2005-27 related to the City's support of a Library within the City of
Winter Springs' City Limits.
PURPOSE:
The purpose of this Agenda Item is to have the City Commission review the
attached Resolution which offers the City's support for a expanding and
modernizing the Seminole County Library System, including a new library branch
in Winter Springs.
CONSIDERATIONS:
Discussion has occurred at numerous City Commission Meetings related to the
City Commission's interest in having a Library built within the City of Winter
Springs. The County currently levies 14 mills for the operation of the Library
System. Estimates of cost indicate the need of an additional one-half to three-
quarter mills to fund the expansion and modernization program.

RECOMMENDATION:
Mayor Bush is requesting the City Commission approve the attached Resolution
Number 2005-27 noting the City Commission's support in upgrading the
Seminole County Library System.

RESOLUTION NUMBER 2005-27
A RESOLUTION OF THE WINTER SPRINGS, FLORIDA CITY
COMMISSION SUPPORTING THE EXP ANSION AND
MODERNIZATION OF THE SEMINOLE COUNTY LIBRARY
SYSTEM.
WHEREAS, the Seminole County Commission has authorized an Advisory Committee
to review the needs of the Seminole County Library System, and our Mayor, the
Honorable John F. Bush has represented our City on this Advisory Committee; and
WHEREAS, the Seminole County Library Study Committee was authorized by the
Seminole County Commission to study the needs of the Seminole county Library System,
and to make recommendations relative to library improvements that may be required to
deliver the level of library services needed and desired by the residents of Seminole
County, and
WHEREAS, the Study Committee was composed of cross sections of the leadership of
Seminole County and Seminole County library users, and
WHEREAS, the Seminole County Library Study Committee has found the need to build
a new branch library in Winter springs, the need to expand and modernize existing
libraries, and the need to increase the standard of library books and services offered in the
counties libraries, and the need for a dedicated source of funds to ensure the on-going
funding of library services.
NOW, THEREFORE, BE IT RESOLVED that the Winter Springs City
Commission endorses action on the part of the Seminole County Commission to
schedule a referendum on the question of expanding, modernizing, and financing
library services including:
a) Construction of a new branch library in Winter Springs preferably in the
Winter Springs Town Center.
b) Expansion and modernization of existing library facilities.
c) Increasing the volume of book offerings to meet State of Florida Library
Standards.
d) Increasing the offering of electronic access to sources of information.
e) Creation of a Special Revenue Library Fund in the accounts of the County
to account for all financial transactions of the Library system
f) Dedication for a millage rate to the Special Revenue Library fund
adequate to ensure the annual operations and of the Library
system.
DONE AND ADOPTED in Regular Session of the Winter Springs City
Commission, duly assembled in Winter Springs, Seminole County, Florida
