REQUEST: Community Development Department presents to the City Commission, the final
engineering and site plan for the Highlands Apartments, Phase II.
PURPOSE: The purpose of this agenda item is to present to the Commission the final
engineering and site plan for 42 apartments on 2.069 acres, located within the
Highlands Planned Unit Development (PUD), along the west side of Sheoah
Boulevard and immediately north of the existing Seville on the Green Apartments.
This site was originally approved for blocks 5 and 9 of the Seville on the Green
Apartments, but these units were not constructed and the un-developed site was
eventually obtained by another party.
APPLICABLE LAW:
Sec. 9 - 26. Maps, engineering plans and plats to be submitted in
preliminary and final form.
Sec. 9 - 71. When final development plan is to be filed; extension.
Sec. 9 - 72. Processing of final plans.
Sec. 9 - 73. Form and contents of final development plan.
Sec. 9 - 74. Action on final development plan; expiration of approval.
CHRONOLOGY:

. April 12, 2002 - Preliminary plan approved by City Commission.
FINDINGS:
1) The proposed site plan is consistent with the approved master plan in terms of the number of
units, setbacks, number of bedrooms, height, and number of parking spaces.
2) The proposed site plan is consistent with the City Code and Comprehensive Plan, subject to
modifications to the final site/engineering plans as may be required by the Public Works Direcor
and/or City Engineer, prior to any pre-construction conference or any site work.
RECOMMENDATION:
Staff recommends approval of the Highlands Apartment, Phase II, final site/engineering plan,
subject to modifications required by the Public Works Director and/or City Engineer.

The Engineering Division has conditionally approved the final Engineering Plans for the
Highlands Apartments dated 8/6102. Please coordinate with the Community Development
Director to ensure that all departments have approved same. Please note that this approval does
not guarantee the final approval from the City Commission.
Prior to scheduling a pre-construction meeting the following items will be required:
I. Stem wall may be required for southern building. Maximum allowable slope for lot grading
is 4:1.
2. Gutters will be required to connect on-site.
3. Conflict between sanitary and stonn must be resolved.
4. Revised stonnwater calculations for hydraulic grade will be required for the change of a 48"
pipe to an equivalent 42" pipe.
5. Copy ofSJRWMD exemption
6. Copy of FDEP pennits
7. Copy of the certified engineer's estimate for construction or one copy of executed contract
wi II be needed.
8. Copy of all recorded easements for installation of any underground utility lines or other
agreements with adjacent property owners.
9. Copy of HOA covenants and restrictions
10. Copy of proposed maintenance bond for private streets
II. I % inspection tee
12. Copy of construction schedule.
13. Copies of complete set of construction drawings for City inspectors and contractors with
approval stamps.

3. THE CONTRACTOR SHALL NOTIFY ALL UTILITY COMPANIES THAT MAY HAVE THEIR UTILITIES
WITHIN THE CONSTRUCTION AREAS TO LOCATE THEIR FACILITIES IN THE FIELD FORTY-EIGHT (48)
HOURS PRIOR TO BEGINNING CONSTRUCTION.
4. CHAPTER 553 - 851 OF THE FLORIDA STATUTES REQUIRES THAT AN EXCAVATOR NOTIFY ALL
GAS UTILITIES A MINIMUM OF TWO (2) WORKING DAYS PRIOR TO EXCAVATING. THE DRAWINGS
MAY SHOW ONLY THE APPROXIMATE LOCATION OF GAS MAINS AND DO NOT SHOW SERVICE LINES.
5. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PREVENTING ANY CONSTRUCTION ACTIVITIES
FROM TAKING PLACE OUTSIDE OF THE LIMITS OF CONSTRUCTION SHOWN ON THE PLANS. ANY
ON-SITE OR OFF-SITE AREAS DISTURBED SHALL BE RESTORED TO ORIGINAL CONDITION OR
BETTER.
6. THE CONTRACTOR SHALL MAINTAIN A CURRENT SET OF CONSTRUCTION PLANS AND ALL
PERMITS ON THE JOB SITE DURING ALL PHASES OF CONSTRUCTION. THE CONTRACTOR SHALL

8. ALL CONTRACTORS, CITY OF WINTER SPRINGS REPRESENTATIVES AND UTILITY COMPANIES ARE
RESPONSIBLE FOR THEIR RESPECTIVE SURVEYING AND LAYOUT FROM BENCHMARK PROVIDED ON
CONSTRUCTION PLANS. ANY SURVEY MONUMENT A TION DISTURBED DURING CONSTRUCTION SHALL
BE REPLACED UPON COMPLETION OF THE WORK BY A REGISTERED LAND SURVEYOR. THE COST

SPECIFICA TIONS SHALL BE PERMITTED ONLY WHEN WRITTEN APPROVAL HAS BEEN ISSUED BY THE
ENGINEER.
13. SHOP DRAWINGS OF ALL MATERIALS BEING USED SHALL BE SUBMITTED TO THE ENGINEER FOR
APPROVAL PRIOR TO INSTALLATION.
14. THE SEQUENCE OF CONSTRUCTION SHALL BE SUCH THAT ALL UNDERGROUND INSTALLATIONS
OF EVERY KIND, INCLUDING SPRINKLERS, SHALL BE PLACED BENEATH THE PAVEMENT AND ITS
EDGES PRIOR TO THE CONSTRUCTION OF THE PAVEMENT. THE PAVEMENT SHALL NOT BE CUT

3. ALL DEWATERING COSTS ASSOCIATED WITH THE INSTALLATION AND CONSTRUCTION OF THE UNDERGROUND UTILITIES; STORMWA TER PIPES AND

APPLICABLE.
6. DISINFECTION OF THE WATER DISTRIBUTION SYSTEM SHALL BE PERFORMED IN ACCORDANCE WITH THE LA TEST PROVISIONS OF ANSI/ AWWA C651
DISINFECTING WATER MAINS PRIOR TO ANY PORTION OF THE WATER MAIN BEING PLACED INTO SERVICE. THE BACTERIOLOGICAL TESTS SHALL BE
CONDUCTED IN ACCORDANCE WITH "STANDARD METHODS FOR EXAMINATION OF WATER AND WASTEWATER" FOR THE COLl- AEROGENES GROUP, BY AN
APPROVED LABORA TORY, ACCEPTABLE BY THE ENGINEER, THE DEPARTMENT OF ENVIRONMENTAL PROTECTION, AND THE HEALTH DEP ARTMENT HAVING
JURISDICTION. THE CONTRACTOR SHALL PROVIDE THE ENGINEER WITH COPIES OF THE RESULTS WITHIN ONE (1) WEEK OF TESTS FOR SUBMITTAL TO THE
VARIOUS AGENCIES.
7. IN ALL CASES WHERE SANITARY SEVNER MAINS CROSS UNDER WATER MAINS WITH LESS THAN 18 INCHES OF VERTICAL CLEARANCE, AND IN ALL CASES
WHERE SANITARY SEWER MAINS CROSS OVER WATER MAINS, THE WATER MAIN SHALL BE DUCTILE IRON PIPE FOR A DISTANCE OF 20 FEET, CENTERED ON
THE POINT OF CROSSING. IN ALL CASIES WHERE THE WATER MAIN OR SANITARY SEWER CROSSES UNDER OR OVER THE STORM SEWER MAIN LESS THAN
18 INCHES VERTICAL CLEARANCE, THE WATER MAIN SHALL BE DUCTILE IRON PIPE FOR A DISTANCE OF 20 FEET, CENTERED ON THE POINT OF CROSSING.
A HORIZONTAL SEPARATION OF 10 FEE"T SHALL BE MAINTAINED BETWEEN ALL WATER, STORM AND SANITARY SEWER MAINS. WHERE CONDITIONS DO NOT
PERMIT THE 1 O-FOOT SEPARATION, THE SEWER MAIN MUST BE LAID IN A SEP ARA TE TRENCH OR THE SAME TRENCH DIVIDED BY A BENT OF UNDISTURBED
