REQUEST:
The Community Development Department requests that the City Commission, in its capacity as
the DRC for issues in the Town Center, consider a request of the James Doran Company to
determine hair care (barber and beauty facilities) and tanning facilities appropriate within the
Town Center.
PURPOSE:
The purpose ofthis agenda item is for the City Commission, acting in its capacity as the DRC, to
determine that hair care facilities and tanning salons, although omitted from the specific list of
permitted uses in the Town Center, are consistent with the listed permitted uses and are in
harmony with the spirit of the Winter Springs Town Center Master Plan.
CONSIDERATIONS:
The staffDRC met with representatives of the James Doran Company and discussed what
appears to have been a mere over-sight in the Town Center Code. Hair care facilities are
certainly a part of traditional down-town areas. Tanning salons are a more recent phenomenon,
but appear to be of similar use - grooming. Although not included in the request, nail shops are
a similar use (especially similar to tanning salons) that should also be addressed. This appears
pertinent since some beauty shops incorporate both tanning and nail grooming.

FINDINGS:
The request is consistent with the Town Center concept, the other permitted uses, and in harmony
with the spirit of the Winter Springs Town Center Master Plan.
RECOMMENDATIONS:
The staffDRC recommends that the City Commission, in its capacity as the DRC, determine that
the proposed hair care and tanning facilities are consistent with the other permitted uses for the
Town Center and are in harmony with the spirit of the Winter Springs Town Center Master Plan.
Staff further recommends that nail salons be given this same consideration.

This letter is to confum our recent conversation regarding permitted uses in the town Center.
Uses which staff can approve are as follows:
1. Tax preparation
2. Insurance
3. Dentist
4. Chiropractor
5. Doctors
6. Postal packaging and shipping services
7. Cell phone and wireless communications sales and services, but not towers of any kind.
8. Health and Beauty supplies not exceeding 20,000 square feet
9. Wedding supplies and sales not exceeding 20,000 square feet
10. Banking facilities
Uses which will require Commission approval sitting as the D.R-C. are as follows:
1. Hair Salons
2. Nail Salons
3. Tanning Salons
These items win be brought before the Commission Monday night for approval.

Winter Springs Town Center
Dear Ron;
Per our discussions regarding tenancy at the Wmter Springs Town Center, Capital Green I, LLC is
requesting formal approval of the following uses for incorporation into the Winter Springs Town Center. I
have listed the uses based on their description within the Town Center District Code dated June 12,2000.
.Permitted Uses as per Section IV of the Code (includinl! clarifications as to specific uses)
N Cleaners - including dry cleaner
tN Dance and music studios - including karate studio
f\p... Insurance - including insurance sales, credit agencies and related services
oN Offices - any typical office or service u,>er as found in other developments
N Rental stores - including any video, furniture and equipment rental or sales stores
,.J Restaurants - including but not limited to such tenants as Subway, Planet Smoothie, Cold Stone Creamery,
Baskin Robbins, Dunkin Donuts and any other fast food or sit down restaurants found in other commercial
developments. Any national, regional or local food service tenant will be allowed.

Ron , as you know, I have kept everyone informed as to the tenants we have been signing up and talking to,
so I was surprised when a Salon we signed was denied a business license. Please let me know how to
proceed to get these Uses approved for the Town Center. Time is of the essence- we will be finished with
buildings 9,10,13 and 14 during December! We also request the right to have other compatible uses
