REQUEST: Police Department informing the Commission of its application for Federal
Grant Assistance.
PURPOSE: The purpose of this board item is to inform the Commission that Police Department
has applied for two Federal Grants.
CONSIDERATIONS: The Police Department has submitted application for two Federal
Grants. These grants consist of one competitive application and one reimbursement application for
the Police Department. Delineated below are the two applications;
. Technology Opportunities Program provided by the Department of Commerce
This application if awarded will allow the Police Department to purchase 58 in car laptop
computers and corresponding software to upgrade the existing records management system and
computer aided dispatch over a two year period. These laptop computers would be installed in all
police vehicles giving them the ability to send and receive dispatched calls, run license plates,
wanted persons and complete reports. The application is a request for $234,501.00 in federal
funding with in kind existing salaries and a matching amount of $147,417.00 that will be taken
from Forfeiture Trust Fund as provided by F.S.S. 932.7055 4(a)1 and remaining matching funds
will be taken from Police Impact Fees as provided by City Ordinance 741 section 7 (B) 1.
. Bulletproof Vest Partnership Grant Program
The Bulletproof Vest Grant Act of 2000 was recently enacted, providing funding from 2002 to
2004. The program is designed to pay up to 50% of the cost of bulletproof vests. The Department

of Justice will reimburse agencies up to 50% from 1999 to present on all bullet proof vests
purchased through the year 2004. This particular grant is designated for jurisdictions with
populations under 100,000. There is no expenditures required by the City. The reimbursement is
for funds already expended and for future scheduled purchases.
FUNDING:
· Technology Opportunities Program (laptops), $147,417 in matching funds to be
appropriated from the Forfeiture Trust Fund and Police Impact Fee Fund.
. Bulletproof Vest Partnership, No matching funds required.
RECOMMENDATION: None at this time.
IMPLEMENTATION SCHEDULE:
. Technology Opportunities Program (laptops), Assuming the grant is awarded in October
2002, the Department would start immediately with the patrol vehicles and upgrade the network
servers and communications. The project would be spread over 2 years with completion by the
end ofFY 200312004.
. Bulletproof Vest Partnership, Assuming the grant is awarded in April 2002 the Department
would apply immediately for reimbursement for all bulletproof vests purchased since 1999 and
continue through 2004.
