REQUEST:
The Community Development Department requests the City Commission consider information
about the design and construction of the Cross Seminole Trail (CST) within the Town Center.
PURPOSE:
The purpose of this agenda item is to provide the latest information from Seminole County
regarding the construction and design ofthe CST within the Town Center.
CONSIDERATIONS:
At the February 25, 2002 Public Meeting the City Commission requested a status report on the
construction and design of the CST.

Cross Seminole Trail North
The COUNTY intends to improve the Cross Seminole Trail corridor and its terminus points to
accommodate the proposed design and construction of a paved and unpaved multi-use trail
facility within the existing trail corridor for recreational and transportation purposes. The Cross
Seminole Trail corridor is owned by the Trustees of the Internal Improvement Trust Fund
(TIITF), leased to the Florida Department of Environmental Protection's Office of Greenways
and Trails (OGT), subleased to and managed by Seminole County. Proposed improvements to
the existing Cross Seminole Trail Corridor between Wade Street and Gardena Avenue,
approximately 3.5 miles (18,800::1: feet), will include a 15' wide paved trail and a 6-8' wide un-
paved trail part of the Florida National Scenic Trail (FNST) located on the north and east side of
the corridor. The paved trail shall accommodate walkers, joggers, bicyclists. in line skaters, etc.
The unpaved portion of the trail must accommodate equestrian users, hikers, and off-road
bicyclists, etc. Additionally, connections are proposed to existing bike lanes and sidewalks within a
quarter mile of the trail corridor. Additional proposed infrastructure improvements include
drainage, accommodations for intersecting streets, and other access management elements
along the abandoned railroad corridor. The project contains off-road, along road and possibly
boardwalk sections of trail.
FINDINGS:
The consulting firm of Inwood Consulting Engineers, Orlando, FL has been selected to design
the trail segments within the Town Center. Design is underway and expected to be complete by
December 27,2002. The consultant is using the County's design standands for Cross Seminole
Trail North.
The selection of a contractor is expected to begin December 30,2002 and end on May 2,2003.
Construction is expected to begin May 5, 2003 and end April 16, 2004 (250 days).
FUNDING:
The County will utilize funds from the recently approved county-wide $20 million referendum
for trail improvements. The County will be reimbursed up to $1,828,625 from the $2,000,000
Transportation Enhancement Act - 21 Century (TEA-21) submitted by the City May 5, 2000 and
approved by Metroplan for funding in 2006.

STAFF RECOMMENDATION:
It is recommended that the Commission consider the status of Trail design and construction as it
relates to the development of the Town Center.
