REQUEST: Utility Department Requesting Authorization to Purchase Wastewater Residuals
Hauling Service by Piggybacking off the City of Mount Dora contract
PURPOSE: The purpose of this Board item is to request authorization to piggyback off of the City of
Mount Dora wastewater residuals hauling contract with Shelly's Environmental Services,
Inc.
CONSIDERA TIONS:
The City of Winter Springs produces in excess of 480 dry tons of domestic
wastewater residuals per year. The residuals, better known as sludge, is transported by
wastewater residual haulers to sites permitted for the City's sludge. Liquid sludge is
transported in 6,000 gallon tankers at a solids content ranging from 1 to 4 percent. Shelly's
Environmental will haul the city residuals to a permitted agricultural use site at the
following rates:' .

1. Residuals that meet Class B .............................. $0.025 per gallon.
2. Residuals requiring lime treatment....................... $0.06 per gallon
FUNDING:
. The Utility Departments 2001/2002 budgeted amount for sludge disposal is
$150,000.

RECOMMENDA TION:
It is recommended that authorization be granted to piggyback off of the City of Mount
. Dora wastewater residuals hauling contract with Shelly's Environmental Services, Inc.
IMPLEMENT A TION SCHEDULE:
The service will begin immediately upon approval.

Dear Mr. Taylor;
This letter is in response to our meeting yesterday, regarding piggy backing the contract
we hold with the City of Mt. Dora, Florida.
The above referenced contract is in effect from February 6, 2002, and expires on
February 6, 2005, and includes the following prices:
. Liquid residuals loaded, transported, and land applied - $0.025 per gallon (or
$150.00 per 6,000 gallon truck load)
. Liquid residuals loaded, transported, treated, and disposed of - $0.06 per gallon
(or $360.00 per 6,000 gallon truck load)
In addition we will honor our current dewatered cake residuals for the
three year contract as follows:
1. Dewatered cake residuals loaded, transported, and land applied at $225.00 per
dump trailer load.
2. Dewatered cake residuals loaded, transported, and land applied at $480.00 per
dump trailer load.
We request that these contract prices become effective on March 1, 2002,
with a purchase order issued to us on or before that date.
