REQUEST:
The City Clerk requests that the City Commission consider holding an
Unveiling Ceremony for the Bronze Plaque that the City Commission
approved in honor of former City Clerk, Mary T. Norton.
PURPOSE:
Upon the request of the City Commission, a bronze plaque was ordered to
honor former City Clerk, Mary T. Norton and the City Commission is now
being asked if they would like to hold an Unveiling Ceremony for this
Bronze Plaque, that will commemorate Mary Norton's service and
contributions to the City of Winter Springs.
CONSIDERATIONS:
At the March 11, 2002 Regular Meeting of the City Commission, the City
Commission agreed to order a Bronze Plaque with a Bas-Relief-etched
photo of Mary Norton, and asked that the Bronze Plaque hang in City Hall,
in honor of Mary Norton.
As we are ready to hang the Bronze Plaque on the wall outside of the
current City Clerk's office, it seems appropriate that we have a small
ceremony to honor the unveiling of this plaque. The Mayor and City
Commission and key City staff would be invited, along with including the
family of Mary Norton.

Mary Norton's daughter has been contacted to see if she thought their
family would be interested in sharing in this Ceremony, and we have been
informed that they are interested. In fact, since another daughter who lives
in California was planning to be in this area in October, they have
tentatively suggested the Ceremony be held during October.
It is respectfully suggested that such a ceremony could be held half an hour
prior to the commencement of a previously scheduled Meeting or
Workshop. A small reception following the Unveiling Ceremony would
hopefully add another nice touch.
The ceremony would of course be a noticed and posted event.
FUNDING:
As the Bronze Plaque has been ordered and paid for, no additional funds
are needed for this.
Funds from the Mayor's Promotional Fund could be allocated for the
small reception.
RECOMMENDATIONS:
It is suggested that the City Commission hold an Unveiling Ceremony
preferably during the month of October (followed by a small reception), at
. a time that would be convenient for the City Commission and the family
of Mary Norton. The time would preferably be half an hour prior to the
commencement ofa previously scheduled Meeting or Workshop.

REQUEST:
The City Manager requests that the City Commission further consider
their recommendation that a plaque be placed on the desk that the former
City Clerk, Mary T. Norton used.
PURPOSE:
Based on discussion that transpired at the February 25, 2003 Regular
Meeting, this Agenda Item is needed for the City Commission to further
clarify whether a plaque be placed on the desk that the former City Clerk,
Mary T. Norton used or whether another suggestion should be
implemented.
CONSIDERATIONS:
At the February 25, 2002 Regular Meeting of the City Commission,
discussion ensued on how to best recognize former City Clerk, Mary T.
Norton who passed away in January 2001. Two suggestions were agreed
upon by the City Commission.
One is to have a "Walk of Fame" which will be implemented in the near
future. The second suggestion was to have a small type of gold plaque
placed on the desk that former City Clerk, Mary T. Norton used. That
desk is still in use, and is in the office of the current City Cleric.

One concern with the latter recommendation is that the desk that was
formerly used by Ms. Norton, and which is currently being used by the
present City Clerk, is a number of years old, and is certainly not conducive
to handling computer equipment, of which encompasses so much of the
current City Clerk's time.
Therefore, it stands to good reason that the desk that former City Clerk
Norton used, will at some point need to be replaced, and probably should
be replaced with a desk more suitable to the current ergonomic needs of a
City Clerk dependent on electronic technology to do so much of her work.
When the desk of former City Clerk Norton is replaced, if a plaque in her
memory is on that desk, there will no longer be a reminder of Ms. Norton.
Indeed, at that time, the plaque could go on a newer desk, or be placed on
the wall in the City Clerk's office, which might be two options to also
consider.
A viable and popular alternative, although significantly more costly,
would be to have a bronze plaque with a bas-relief-etched photo of Ms.
Norton and place it in the City Clerk's office, or better yet, in the lobby at
City Hall. As most City Clerk's do, Ms. Norton spent a fair amount of
time in the Commission Chambers, in the lobby, and of course, in her
office - therefore, one could suggest that her presence, as Deputy Mayor
Gennell stated at the February 25, 2002 Meeting was definitely most
prominent in and throughout City Hall. Installing such a bronze plaque
with a bas-relief-etched photo in her honor in the lobby of City Hall would
certainly be a most fitting tribute to her, and her presence at City Hall
would certainly never be forgotten.
In 1997, a similar bronze plaque with a bas-relief-etched photo was
installed at the City of Winter Springs' Senior Center. The bronze plaque
noted the many contributions of Phil Kulbes. At that time, the cost for
such a bronze plaque (with a bas-relief-etched photo) was approximately
one thousand dollars ($1,000.00). Currently, the price for a similar plaque
runs from $1,500.00 and up.
The cost for the bronze plaque (with a bas-relief-etched photo) could be
funded out of the Mayor's Promotional budget, which currently has a
balance of$ll, 800.00.

For reference, the price point for what the Commission originally
requested - a brass type of plate - would run in the area of $25.00 to
$60.00 depending on the backing material used.
RECOMMENDATIONS:
It is suggested that the City Commission consider the above new
suggestion to purchase a bronze plaque in lieu of the former suggestion of
a brass type of plaque. If a bronze plaque (with a bas-relief-etched photo)
is agreed to, then confirmation of the location that this bronze plaque
should be mounted at City Hall would be appreciated.

With discussion on this Agenda Item, Deputy Mayor Gennell stated that the City
Manager "Mentioned another alternative which I thought was kind of nice - was to do the
same kind of a plaque for her that they did for Phil Kulbes over in the Senior Center, and
put it somewhere here. I would support that."

SUGGESTED." MOTION BY DEPUTY MAYOR GENNELL.
DEPUTY MAYOR GENNELL REITERATERED HER MOTION AND STATED,
"I MOVE THAT WE PURCHASE A PLAQUE AS OUTLINED BY THE CITY
MANAGER IN AGENDA ITEM 'E,' A BRONZE PLAQUE WITH A BAS-
RELIEF-ETCHED PHOTO, AND MOUNT IT SOMEPLACE IN CITY HALL."

MARTINEZ. DISCUSSION.
