PUBLICLY ANNOUNCE THE REQUEST
REQUEST: The City Manager is requesting the City Commission hold a Public Hearing
relative to the approval of Resolution No. 2002-32, which establishes the Final Millage for Fiscal
Year 2002-2003 for the City of Winter Springs at 4.1658 which is 15.58 % above the rolled-back
rate of 3.6043.
PURPOSE: The purpose of this agenda item is to have the Commission approve Resolution
No. 2002-32, otherwise known as the Final Millage for Fiscal Year 2002-2003.
CONSIDERATIONS:
Resolution No. 2002-32 - regarding Final Millage - as it currently stands:
· Would result in a millage increase. The current millage for FY 2001-2002 is 3.7708. The
Final Millage for FY 2002-2003 would be established at 4.1658 if this resolution is passed as
it currently stands.
· The Rolled-Back rate is 3.6043. The Final Millage rate as it currently stands is 15.58 %
above the Rolled-Back rate.
· An increase in the Final Millage rate to 4.1658 over the current rate will result in an increase
of $829,500 in Ad Valorem Revenues to the City over the prior year given the increase in
valuation and the millage increase.
· The proposed final budget book you received reflects the results ofthe most recent 9/9/02
budget meeting including the 4.1658 millage rate.
NOTE: We are approving thefinal millage rate - if their are any budget issues
that would affect the final millage rate - they need to be discussed now and the
final millage resolution will be amended before adopted.
RECOMMENDATION:
The Commission adopt Resolution No. 2002-32 establishing the Final Millage for Fiscal Year
2002-2003 as amended if deemed necessary.
IMPLEMENTATION SCHEDULE:
Upon approval and adoption of Resolution No. 2002-32, the Millage for Fiscal Year 2002 - 2003
would be implemented and become effective on October 1,2002.

RESOLUTION NO. 2002-32
A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, ADOPTING
THE FINAL MILLAGE RATE FOR THE CITY OF WINTER SPRINGS FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2002 AND ENDING ON
SEPTEMBER 30, 2003; ANNOUNCING THE PERCENTAGE BY WHICH THE
FINAL MILLAGE RATE EXCEEDS THE COMPUTED ROLLED-BACK RATE;
PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of Winter Springs has held a public hearing on
the final millage rate pursuant to Florida Statute 200,065, Subparagraph (c); and
WHEREAS, the City Commission of Winter Springs desires to adopt the final
millage rate and publicly announce their percentage change by which the final
millage rate exceeds the computed rolled-back rate.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, AS FOLLOWS:
Section 1. The City Commission adopts its final millage rate of 4,1658 mills for
the fiscal year commencing October 1, 2002 and ending September 31, 2003.
Section 2. The final millage rate of 4.1658 mills is more than the computed
rolled-back rate of 3.6043 by 15.58%.
Section 3. Within thirty (30) days of the date of this Resolution, the Finance
Director shall certify compliance with Chapter 200, Florida Statutes by causing
the Certification of Compliance, along with all necessary documentation, to be
sent to the Division of Ad Valorem Tax of the Department of Revenue.
Section 4. Repeal of Prior Inconsistent Resolutions. All prior resolutions or
parts of resolutions in conflict herewith are hereby repealed to the extent of the
conflict.
Section 5. Severability. If any section, subsection, sentence, clause, phrase,
word or portion of this resolution is for any reason held invalid or unconstitutional
by any court of competent jurisdiction, such portion shall be deemed a separate,
distinct and independent provision and such holding shall not affect the validity of
the remaining portion hereto.
Section 6. Effective Date. This Resolution shall become effective
immediately upon adoption by the City Commission of the City of Winter Springs,
Florida.
