REQUEST:
The Parks and Recreation Department and Public Works (Urban
Beautification) is requesting that the City Commission approve Resolution
No. 2005-22 so that staff may submit applications to the Florida Urban
and Community Forestry Emergency Hurricane Supplemental Grant.
PURPOSE:
The purpose of this item is to receive approval from the City Commission
for Resolution 2005-22 which is a grant requirement for consideration of
the grant application to the Florida Urban and Community Forestry Grant
Program.
CONSIDERATIONS:
. The Florida Department of Agriculture, Division of Forestry has a 2005 Emergency
Hurricane Supplemental Urban and Community Forest Grant Program.
. This Grant Program has $ 13,500,000 available state-wide. The City of Winter Springs is
eligible to apply for a maximum of $ 175,000. The grant is a 75% - 25%.
. The city will need to budget $ 43,750 for the match if selected for funding in FY 2005106
or FY2006107.
. The Parks and Recreation Department has a need to replant trees destroyed by the
hurricanes of 2004 and plant appropriate new trees in areas where they would serve as
wind buffers in the event of future storms. Central Winds Park (Expansion), Trotwood
Park, Torcaso Park, Sam Smith Park, and Sunshine Park. $ 145,000.
. Public Works (Urban Beautification) has a need to provide appropriate replacement trees
to homeowners who lost trees as a result of the hurricanes. $5,000.
. Also Public Works (Urban Beautification) has a need to conduct corrective pruning,
staking, fertilizing, and other Cultural practices to remove, improve the wind resistance
and overall health of surviving trees. $ 25,000.
FUNDING:
City 25% match for the Three (3) Grants is $ 43,750 and will need to be budgeted in FY05/06
or FY06/07 ifthe grant is selected for funding.
RECOMMENDATIONS:
The Parks and Recreation Department and Public Works recommend the approval of Resolution
2005-22.

A RESOLUTION BY THE CITY OF WINTER SPRINGS, FLORIDA TO ENTER
INTO AN URBAN AND COMMUNITY FORESTRY GRANT MEMORANDUM
OF AGREEMENT WITH THE STATE OF FLORIDA, DEPARTMENT OF
AGRICUL TURE AND CONSUMER SERVICES, DIVISION OF FORESTRY
WHEREAS, trees are an important part of our community; and
WHEREAS, the City of Winter Springs wants to improve its Parks Urban Forest by
replanting trees; and
WHEREAS, the City of Winter Springs desires to apply for an Emergency Hurricane
Supplemental Urban and Community Forestry Grant which would provide monies in which to
help fund the cost of replacing trees; and
WHEREAS, the City of Winter Springs wants to provide replacement trees to
homeowners who lost trees; and
WHEREAS, the City of Winter Springs desires to apply for an Emergency Hurricane
Supplemental Urban and Community Forest Grant which would provide monies in which to help
fund the cost of purchasing replacement trees for homeowners; and
WHEREAS, the City of Winter Springs wants to improve the health of city surviving
trees; and
WHEREAS, the City of Winter Springs desires to apply for an Urban and Community
Forest Grant which would provide monies in which to help fund the cost improving the health of
surviving trees; and
WHEREAS, the City of Winter Springs wishes to enter into an Urban and Community
Forestry Grant Memorandum of Agreement between the City of Winter Springs, Florida and the
Florida Department of Agriculture and Consumer Services;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of The City of
Winter Springs, Seminole County, Florida as follows:
Section 1. The City Commission supports, the improvement of its Urban Forest by
planting trees in city parks.
Section 2. The City Commission supports, the providing of new trees to homeowners
who lost trees in the hurricanes.

Section 3. The City Commission supports, the improvement of the health of the cities
surviving trees.
Section 4. The City Commission hereby authorizes, the City Manager to enter into an
Urban and Community Forestry Grant Memorandum of Agreement between the City of
Winter Springs, Florida and the Florida Department of Agriculture and Consumer
Services.
Section 5. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or
portion of this resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity ofthe remaining portion hereto.
Section 7. Effective Date. This Resolution shall become effective immediately upon
adoption by the City Commission of the City of Winter Springs.
DONE AND ADOPTED in regular session of the City Commission of the City of
Winter Springs, Florida, this _ day of _ 2005.
