REQUEST: The City Manager requesting the City Commission to review the February
2002 letter from John Ferring of the Winter Springs Civic Association regarding
discontinuance of the associations sponsorship of the annual Christmas Parade and to
provide appropriate direction.
PURPOSE: This agenda item is needed for the Commission to give staff appropriate direction
regarding the Winter Springs Civic Association's announcement of its desire to discontinue its
sponsorship of the annual Christmas Parade.
CONSIDERA TION: On February 12, 2002 the City Manager received the attached letter
from John Ferring of Winter Springs Civic Association regarding the association's desire to
discontinue its sponsorship of the annual Christmas Parade.
In subsequent telephone conversations Mr. Ferring indicated that he would be open to taking a
request of the City Commission to the association's Board of Directors, for the board to
consider making themselves available in an advisory capacity.
Ifthis alternative is not acceptable then the city would have the following alternatives:
. Do nothing and allow the discontinuance of the parade.
. Have the city take over the parade through the Parks and Recreation Department.
. Attempt to identify another organization to sponsor the event.
. Attempt to identify a contract provider.
FUNDING: None at this time.
RECOMMENDATION: Discuss the letter by the association, consider alternatives, and
provide staff appropriate direction

For the past 20 years the Winter Springs Civic Association has organized, performed all the necessary
communications with the community, made all of the preparations, set up the route patterns, deployed the
parade participants for the line of march, decorated the route and parade grandstand, coordinated with the
Media, The City of Winter Springs, Police, Fire, Public Works, and Recreation Dept. to assure maximum
cooperation to have, what we believe is the best holiday parade in Seminole County.
With the year 2002 now upon us, we regretfully must admit that we are all played out. Our ranks are
growing smaller and we now find that we can no longer continue organizing the holiday parade. To carry on
this tradition there must be in influx of new people, especially from the younger generation. If there are
citizen groups or if the City of Winter Springs wishes to carry on this tradition, we would be happy to
provide whatever expertise and documentation we have accumulated over the years to make a smooth
transition. It is now time to pass the holiday parade to a new group.
