REQUEST: Public Works Department is advising the City Commission of the status of various
Capital Improvement Projects
PURPOSE: This agenda item is to update the Commission on the status of current Capital
Improvement projects.
CONSIDERATION:
TRAFFICiI'RANSPORTATION IMPROVEMENT
SR 434 Improvements (Village Walk) - Milling began the week of May 8th and is projected to take 8
days to mill and repave both lanes from HWY 17-92 to just east of SR 419. Steve Richart, Urban
Beautification Coordinator and Greg Bishop, Capital Projects Coordinator, accompanied the
landscape/irrigation sub-contractor to select and tag the tree material to be installed. Directional bores for
the irrigation to begin the week of May 16th. Boring and poring of mast arm foundations began the week
of May 8th and is expected to be completed in two weeks. Staff is reviewing the U-turn issue. (5/11/05)
SR 434 Town Center Corridor Analysis - A meeting is set up June 13th with FDOT to review the report
and recommendations for the 434 corridor in theTown Center. (5/23/2005)
SR 434/ Doran Drive Traffic Signal - This is a joint design project with CPH Engineers and PEC, Inc.
The project involves installation of a traffic signal at Doran Drive and SR 434. The City Hal1/Tuskawilla
Trails median opening will be required to be changed to a directional only to get signalization at Doran
Drive. Permit applications have been approved by FDOT. The commission approved the contract for the
installation of the traffic signal on November 22, 2004, however, the easement have not been received
from the Jesup's Reserve property owner. Notice to Proceed for the intersection work is being held until
the full access at City Hall can be discussed at the June 13th meeting. The signed easement agreement is
expected to be complete by May 16th. (5/23/05)
SR 419/ Moss Road Turn Lane - Construction is complete, requirements for transfer of the funds from
FDOT pending receipt of certified as-built plans from contractor. As-built plans received and have been
forwarded to FDOT for direction regarding approximately 150 feet where a portion of the designed super
elevated curve of7.5% is actually at 3.5 to 4% slope. (5/23/05)

Cross Seminole Trail North (Wade Street to Town Gardena Avenue) - Construction continues by
Schuller Contractors, Inc of Orlando on this $1,589,000.00 project. The proposed construction limit for
the 3.5 miles of paved trail is from Gee Creek (500 feet east of Wade Street) to approximately 500 east of
Magnolia Park and from the SR 434 trail bridge to Gardena Avenue. The portion of the trail in the middle
of the Schrimsher property impacted by the eagles nest is not included in the project. County staff hopes
to perform this work as part of this contract. Base material being placed east and west of Tuskawilla
Road is almost complete. Contractor to begin paving the portion of the trail from Gardena Avenue
to the 434 trail bridge to begin the week of May 16th. Sidewalk closure at Parkstone for the
installation of new stormdrain pipe is ongoing. Concrete pads for the hardscape features began the
week of May 9th. (5/23/05)
Pedestrian Bridge - Cross Seminole Trail- Construction complete. Waiting for as-builts. (5/23/05)
Cross Seminole Trail Connector (Wade Street to Wekiva Trail) - Staff is working with County staff on
evaluating the wetlands along the preferred route. The City Manager and Mayor are working with Rep.
Mealor on state and/or federal funding for this alternative. The Seminole County Project Manager has
issued a Notice to Proceed to the design consultant to begin the flagging of wetlands through the
proposed route. After the wetlands have been flagged, a meeting will be scheduled with
stakeholders and SJWMD to discuss mitigation requirements before proceeding. (5/23/05)
Magnolia Park Phase II - Phase II of Magnolia Park consists of the construction of the Amphitheater
with restrooms and drinking fountains to act as a trail head for the Cross Seminole Trail and an inter
active water feature in this 0.67::1: acres. Starmer Ranaldi Planning and Architecture, Inc (SRI) was
approved by the Commission on January 10,2005, for the architectural services. CPH Engineers, Inc has
been authorized by the Commission under Amendment 78 on June 9, 2003, for services related to the
landscape and hardscape design in conjunction with SRI. Both SRI and CPH Engineers are currently
developing the plans for the construction of Magnolia Park Phase II. Progress meeting held on May 2nd
to review CPR drawings and coordinate with SRI. Small Wetlands encroachment into the park
being flagged. (5/23/05)
Blumberg Boulevard Trail - The Blumberg Boulevard Trail consist of the construction of the trail with
amenities from Magnolia Park to the intersection of Blumberg Boulevard and Doran Drive. The trail will
have stone pavers with sitting arboretum and proposed sculpture gardens, to include the Rotary Club
sponsored Veterans Memorial. Starmer Ranaldi Planning and Architecture, Inc (SRI) was approved by
the Commission on January 10, 2005, for the architectural services. CPH Engineers, Inc has been

Central Winds Park Way - Final road design ongoing by CPH. Additional right of way has been
requested from the Leerdam property and they will be submitting a conceptual site plan to the City
Commission. Final Plan review will incorporate their proposed site plan.(4/18/05)
Winter Strings Boulevard Reconstruction - Preliminary report was presented to the City Commission on
April 11 . Staff is evaluating the costs of all projects in the One Cent Sales Tax to develop a schedule.
Received initial cost estimate for reconstruction at 2.4 million dollars. (4/18/05)

UTILITY
Utility/Public Works Compound - Design is 90% complete. Plan review process ongoing. FDEP and
Corps of Engineers permit application submitted and comments received. Re-submittal for staff review
pending. FDEP has approved the mitigation plan portion of the permit application. The requested
new cross-sections by FDEP of the site drainage pending from site development engineer for fmal
permit approval. The cost of wetland mitigation for eight acres is $69,000.00. (5/23/05)
Well #4 - Sunshine Building and Development is contractor for this project. Both the first well and test
well were grouted as of 4/7/2005. Well has been drilled to a depth of 250 feet on May 12th. Samples
have been submitted with results pending on the quality of the water. (5/15/05)
Reclaimed Water Augmentation - Draft report received 4/5/05 under review. (4/18/05)
PARKS and RECREATION
Central Winds Parkway Stormwater Piping - Sunshine Building and Development has completed
installation of storm structures, piping and underdrain. Underground stormpiping is complete. This
portion of the project is complete with final payment pending. (4/18/05)
Central Winds Park Expansion Contract C - Irrigation - System is complete with punchlist being
developed. (4/18/05)
Central Winds Park Expansion Contract D - Grassing - Installation of sod and sprigs completed April
14. (4/18//05)
PUBLIC BUILDINGS
City Hall Expansion - The concept design of the expansion of City Hall was approved by the
Commission on February 28, 2005. Starmer Ranaldi Planning and Architecture, Inc (SRI) will be
providing the design of this 4,600 square foot addition to City Hall in the northwest comer of the City
Hall building. Progress meeting held on April 18. New layout proposed to address issues raised by staff
which will require Commission approval when finalized. (4/18/05)
