PURPOSE:
To Advise the Commission the Capital Projects Coordinator and Urban
Beautification Coordinator are developing a plan for the Commission to consider
the installation of hardwood canopy trees in the Rights of Way along State Road
434 from Sheoah Boulevard to State Road 419.
CONSIDERATIONS:
Staff has been working on a plan to enhance the Village Walk landscape plans at the
request of Commissioner Miller. This is being conducted to address concerns that the current
construction plans may not fulfill the original vision of a tree lined Village Walk area. This
project, if approved and funded by the Commission in the upcoming budget discussions, would
be implemented after the current construction scope of work for the SR 434 Access
Management (Village Walk) Project is completed.
The effort to create a more scenic and shaded walking experience that ties into the
existing landscaping being installed in the Village Walk has been discussed among staff and a
plan to install additional trees in the Rights of Way (ROW) is being developed. The proposed
plan calls for a total of ninety (90) 100 gallon hardwood canopy trees of various species to be
installed from Sheoah Boulevard to State Road 419. The average size of a 100 gallon tree is
12 to 14 feet in height with a spread of 5 to 8 feet. This size tree was selected as being the
largest economical size to easily establish and to give some immediate visual impact. The
varieties of trees considered are Live Oaks, Laurel Oaks, Allee Elm, Winged Elms and

Sycamores. These trees were selected to give a variety of color, leaf texture and size as well
as different growing rates.
The trees would be installed in existing landscaped areas. The locations for the trees
were selected based on the availability of irrigation and proximity of existing and future utility
poles, lights and business signs. Consideration was also given to line of sight for vehicles
making turning movements along SR 434.
Breakdown of trees to be planted by area:
North side of SR 434 from Sheoah Blvd to Moss Rd/ Bank of America 36
South side of SR 434 from Belle Avenue to Moss Rd 21
North side of SR 434 from Moss Rd/ Bank of America to Wade St 31
South side of SR 434 from Moss Rd to SR 419 2
This breakdown allows a variety of options for the commission to consider.
Many areas on the South side right-of-way along SR 434 will require the City to secure
landscape easements on private property for the proper planting of trees in these areas.
Locations for these easements would be determined at a later date as the project evolves. It is
estimated to cost $1000.00 per 100 gallon tree. This includes delivery, installation and adding
root irrigation. The cost if all 90 trees are planted is estimated to be $90,000.00.
Care and maintenance for the first year to ensure the trees are properly established will
take approximately one day per week at an estimated cost of $10,400. This would include
pruning, re-staking, fertilization and watering.
Future considerations are the existing overhead utility lines on the south side of SR 434
and the impact that planting trees that will in the future have to be trimmed to avoid the utility
lines. The trees will reach this height in eight to ten years. When development takes place in
the areas where natural trees exist, these trees should be replaced if removed.
FUNDING:
This project could be brought back as a supplemental appropriation agenda item if
requested by the Commission or could be included for the Commission to consider in the
upcoming budget process. Capital costs are estimated at $90,000 and maintenance costs are
approximately $10,000 for the first year.
