REQUEST: The Public Works Department requests the City Commission to review and
consider a proposed 145-foot extension to the Orange Avenue improvements
currently under construction, at a cost of $65,665.
PURPOSE: The purpose of this agenda item is to request the City Commission's review and
consideration ofa proposed 145~foot extension to the Orange Avenue
improvements currently under construction, at a cost of$65,665.
CONSIDERATIONS:
~ Phase I of Orange Avenue was approved by the City Commission for construction at the
March 27,2006 meeting. Phase I runs from Tuskawilla Road west to approximately 400
feet past the Jesup's Landing site, as shown on the attached map, Exhibit 1. The western
terminus of Phase I was required to be at least at the western end of the Jesup's Landing
project. In order to accommodate the necessary expansion of the existing City retention
pond adjacent to Orange Avenue, the Phase I terminus was set approximately 400 feet
beyond Jesup's Landing to the west. Phase II, which is designed but not funded at this
time, will extend Orange Avenue from the Phase I terminus west to Central Winds Park.
However, right of way constraints along the original park will require modifications to
areas within the park along the right of way.
~ Shortly after the start of construction, Staff and Deputy Mayor Blake were contacted by
Wayne and Robin Roberts, City residents at 1120 Orange Avenue. The 1120 Orange
Avenue property has approximately 525 feet of frontage along the north side of Orange
Avenue. Under the current design, the new roadway terminates at Station 113+00, which
would provide a new roadway along approximately 380 feet of the Roberts' frontage (see
Exhibit 2 for a map of the Orange Avenue western terminus). The remaining 145 feet
along the Roberts' frontage would consist of a 70-foot long paved transition segment to
connect the new road to the existing road, and 75-feet of the existing roadway to the
Roberts' west property line.
~ Mr. and Mrs. Roberts have requested that the new roadway be extended by approximately
145 feet to span their entire property frontage, with the transition segment beginning west
of their property line. The Roberts have expressed concerns about the appearance of

having the new roadway terminate and transition back to the existing road in front of their
property.
~ At the May 22, 2006 Commission meeting, Deputy Mayor Blake requested that Staff
review the Roberts' request and report back to the Commission with a price to complete
the work.
~ On June 6,2006, the City Engineer and the roadway design engineer, Jeff Glenn from
Reynolds, Smith, & Hills, met with Mr. and Mrs. Roberts. The purpose of the meeting
was to explain the basis for the current design, to gain a better understanding of the
Roberts concerns, and to discuss possible solutions. The Roberts again expressed their
preference to have the new roadway section extended across their entire property frontage.
COST CONSIDERATIONS:
~ The cost to construct the proposed roadway extension is $65,665. If the extension is
approved, it would be constructed as a change order to the current contract between Levitt
& Sons, the developer for Jesup's Landing, and Nile Underground, the Orange Avenue
contractor. Under the terms ofthe Jesup's Landing developer's agreement, the City would
be obligated to reimburse Levitt the $65,665 at the completion of construction.
~ The proposed cost of $65,665 includes the transition segment connecting the new roadway
to the existing roadway. This transition segment, which has a construction cost of
$14,190, is required with or without the proposed extension, and it was omitted from the
original design. Therefore, the net cost increase due only to the proposed roadway
extension is $51,475 ($65,665 - $14,190).
~ At the March 27,2006 Commission meeting, the Commission approved funding for Phase
I in the amount of$821,382, plus a 10% contingency, or $82,138.
FUNDING:
The funding source for the City's Orange Avenue reimbursement is Fund 140 - Transportation
Impact Fee Fund. If the proposed extension is approved at a cost of $65,665, it can be funded from the
approved project contingency. This would leave a remaining contingency of $16,473, or 2.0% of the
project cost, for future change orders. Additional funding would be required if necessary project change
orders eligible for City reimbursement exceed this amount.
RECOMMENDATION:
Staff recommends constructing Orange Avenue in accordance with the current approved
plans, with no extension at the Roberts property. The current plans provide significant roadway
improvements along the majority of the Roberts' Orange Avenue frontage as well as enhanced
landscaping.

IMPLEMENTATION:
If approved, construction of the proposed extension would begin immediately, as Orange Avenue is
currently under construction.
