REQUEST: Community Development Department presents to the City Commission, in its
capacity as the Development Review Committee (DRC), the final engineering and
site plan for the Tuskawilla Office Park.
PURPOSE: The purpose of this agenda item is to present to the Commission, in its capacity as
the DRC, the final engineering and site plan for the 4.56~ acres, located within the
City's Town Center, along the west side of Tuskawilla Road and north of the Oak
Forest subdivision.

TOWN CENTER DISTRICT CODE:
I. Intent
The City of Winter Springs seeks to create a town center based upon traditional
standards for city building. In February, 1998 the City of Winter Springs created a
plan for the town center through a design session involving the community and a
team of design professional. This Code is based on that plan. Traditional urban
design conventions have been applied to create a pallette of squares, parks, and
street types that form the framework for the town center. These conventions are
derived from a number of sources in planning literature. ... Should any conflict
arise between the provisions of this Code and other local land development
regulations for the City of Winter Springs, the provisions of this Code shall apply.
To the extent that this code is silent where other codes govern, they shall apply.

. . . The images contained in this code are meant to demonstrate the character
intended for the Town Center, but are for illustrative purposes only, The
accompanying text and numbers are rules that govern permitted development.
B. Review Process
Applications are subject to review by the Development Review Committee. The
Committee shall have authority within reason for approving all aspects of site
planning and exterior architecture, including aesthetic appropriateness,
environmental implications, traffic impacts, and any other site-specific matters
not delineated herein.
CHRONOLOGY:
. The subject property was annexed into the City April 10, 2000
. The Town Center District Zoning Code was adopted June 12,2000.
. The subject property was rezoned to Town Center May 29,2001.
. DRC granted preliminary site plan approval June 11,2001.
. StaffDRC review of the final engineering and site plan October 22,2001.
. StaffDRC review of the final engineering and site plan December 11,2001
. StaffDRC reviewed the final engineering and site plan January 15,2002.
. The revised final engineering and site plan was resubmitted to Staff on February 5, 2002,
P.M.
FINDINGS:
. The proposed final engineering and site plan appears to be consistent with the Town Center
Code and the Comprehensive Plan, subject to the provisions of the associated development
agreement (e,g. vinyl fencing, single-story buildings, setbacks, and arbor requirements).
. All changes requested by the StaffDRC on January 15,2002 have been made.
. Due to the late resubmittal (2/05/02 PM), the staffDRC has not reviewed the resubmittal to
determine if additional changes have been made above and beyond those required by staff
RECOMMENDATION:
Staff recommends approval of the Tuskawilla Office Park final engineering and site plan,
subject to approval of the associated development agreement.
