REQUEST: The Community Development Dcparhnent- Planning Division requests that the
City Commission consider and approve a final engineering/site plan fora 10,028 square foot,
one-story retail sales building on a 1.254 acre tract on SR 434 at Hacienda Drive.
PURPOSE: The purpose of this Agenda Item is to request approval for the final
engineering/site plan for a retail sales building (Miller School Supply) on this 1.254 acre site.
The site has a Commercial Future Land Use designation and is within the "C-1 Neighborhood
Commercial" zoning district. '

Future Land Use and Zoning The sift has a Commeroial Future land Use designation, a "Gl
Neighborhood Commeroial" zoning, and is within the SR 434 Corridor Overlay District-
Redevelopmcnt Area
Nxistina and Proposed Land Use The presently undeveloped, wooded property is located to the
west of the Cumberland Famrs gas station and to the east of Hacienda Drive on the south side of
SR 434. The site is to be developed in retail commercial use for school supply sales.
Environmental Considerations There are no wetland, floodplain, specimen tree, ur listed species
issues associated with the site.
Building IIeieht. The S.R. 434 Overlay District stipulates a maximum height of 35-feet. The

applicant is proposing aone-story building.
Buffers and Walls- A decorative masonry retaining wall will contain the water retention area on
the west (along Hacienda Drive) and south property lines. The wall will be a 6-foot buffer to the
adjacent residential use on the south, according to the requirement of Section 20-485. The wall
finish will be consistent with the building finish.
A 10-foot wide stabilized maintenance berm, as xeferenoed in Section 9-241(d)(3), is not
required given that the retention area is adjacent to a paved drive.
Circulation- No traffic study was required based on the proposed use. A 24-foot wide cross
access-easement to the Cumberland Farm property will allow eventual connection to the east.
The cross-access easement to the east must be recorded before a certificate of occupancy is
issued for the building. No cross access is included to Hacienda Drive (a private road).
A bicycle parking rack, as depicted on the site plan, is required. All internal sidewalks shall be
five (5) feet in width. A 5-foot wide sidewalk is shown from the public sidewalk along SR434
m the main entrance of the building for pedestrian connectivity.
Off-street Parkine- 'Phe site plan accommodates a total of 35 parking spaces, slightly mora than
[he 33.4 spaces required by code. Parking spaces are broken up with landscape areas.
I,andscaaine- No trees are to be saved. The landscape plans accurately reflect the hee credits
required to mitigate, for the trees removed. The drawings comply with the landscape screening
requirements fox the site [see Section 20-484 (11) whioh states that "all parking areas and
vehicular use areas to be screened from public ROW"]. A minor modification to the Landscape
Plans is required (changing the 5 live oaks along Hacienda Drive that are now within the
retention area, to Bald Cypress) to reflect the recent change made on the engineering plans to the
water retention area. In addition, some field modifications to the Irrigation Plans will be
required as well.
Utilities- The Public Works Director indicates that sufficient water and sewer capacity is
available for this project.
FINDINGS:
1. The proposed final engineering/site plan is consistent with the City's Comprehensive
Plan and Code of Ordinances.
2. Across-access easement, as depicted on the site plan, must be recorded prior to the
issuance of a certificate of occupancy for the building.
PLANNING & ZONING BOARD RECOMMENDATION:
At a special meeting of the Planning and Zoning Board on April 18, 2005, the Planning &
Zoning Board recommended approval of the Miller School Supplies final engineedng/site plan,
subject [o the Landscape Plan modifications.
STAFF RECOMMENDATION: Staff recommends that the Commission approve the
attached final engineering/eiteptan.

Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development
Department presented this Agenda Item.
Ms. Sahlstrom said, "Staff has required the Applicant to provide a twenty four foot
(24') wide cross access easement to the Cumberland Farm property that will allow
an eventual connection to the East "
Ms. Sahlstrom stated, "We do indicate that the cross access easement would need
to be `Recorded' prior to the issuance of a Certificate of Occupancy for the
building. Staff does recommend approval of this project subject to any of the
revisions that might need to be made by the Project Landscape Architect."
