REQUEST: Public Works Advising the City Commission of the Results of the Public Meeting on
the Installation of Sidewalks on Northern Way, Shetland Avenue and Dyson Drive.
,PURPOSE: The purpose of this Board item is to for the City Commission to provide direction to staff
for the Seminole County sidewalk project.
CONSIDERATIONS:
This agenda item is needed to determine if the City Commission supports moving forward
with the proposed Seminole County sidewalk project. The project generally includes new
sidewalks on both sides of Dyson Drive, the west side of Shetland Avenue, and the south side of
Northern Way from Howell Creek to Shetland. The project also includes a new pedestrian bridge
over Howell Creek at Northern Way. All sidewalks would be 5 foot. The County has also
indicated there may be some additional funding available for traffic calming.
Staff conducted a public meeting for the sidewalk project on Apri1Z1, 2005 at 7:30 PM in
the City Commission chambers. The design consultants, City staff and County staff were available
before and after the meeting discuss the project. Notices were sent to the 55 homeowners abutting
the sidewalks. The preferences of the fifteen property owners who provided feedback are
summarized in the attached table. Six were against, seven were for, and two were neutral.
Several recuning issues common to virtually all participants was the concern over tree
removal and the need to address the traffic volume and speed. The County does not have any tree
replacement included in the project; that burden would fall to the City. The County also has a
separate funding source for traffic calming which could be incorporated into this project. The
County has indicated that delaying the project 60 to 90 days to address traffic calming andlor
beautification enhancements would not jeopardize the funding. Traffic calming would be limited

to Dyson Drive initially with a future plan for Shetland Avenue. It is not recommended to include
Northern Way at this time due to the limited area that it would be implemented all.
ALTERNATIVES:
The City Commission has several alternatives:
1_ Direct staff to decline the $850,000 County funded project to improve safety
2. Direct staff to proceed with the entire project as designed
3. Direct staff to proceed with selected parts of the project (i.e. do Dyson but not Northern Way
or vice versa or any combination thereof).
4. Direct staff to proceed with the project and incorporate traffic calming and tree replacement
into the project and return to the City Commission within 90 days
RECOMMENDATION:
It is recommended that the City Commission Direct staff to incorporate traffic calming and
tree replacement into the project and return to the City Commission within 90 days before
proceeding with the project.
IMPLEMENTATION SCHEDULE:
Staifwill attempt to have Ian Lockwood review, modifY and incorporate the County traffic
calming into the project as well as tree replacement and planting recommendations. The results and
recommendations of the public meetings wilt be brought back to the City Commission tor a final
decision.
