REQUEST:
The Parks and Recreation Department is requesting the City Commission
approval to apply for a Community Development Block Grant (CDBG) for
expansion of the Senior Center at Sunshine Park and authorize the City
Manager to apply for this grant on behalf of the City of Winter Springs.
PURPOSE:
The purpose of this item is to apply for potential grant funds in the amount
of$ 660,284.00 to expand the Senior Center at Sunshine Park.
CONSIDERA nONS:
. The Winter Springs Senior Center Currently provides programs and activities for over
550 seniors.
. The number of seniors is growing beyond the existing facility. A senior survey indicated
the need for building expansion, additional parking, and a therapy pool.
. The Senior Center expansion improvements include a new multi-purpose room with
divider, game room, outdoor shaded and heated therapy pool, restrooms with dressing
area, additional storage and 35 additional parking spaces, exterior lighting and
landscaping.
. Expansion ofthe Senior Center at Sunshine Park is eligible for potential CDBO funding.
. Sta1T is in the process of completing all the required Grant exhibits to meet the May 17,
2005 grant deadline.

FUNDING:
Funding is a 100% C.D.B.G. grant in the amount of$ 660,284. However, the City will
have to fund any contingencies for which we would recommend budgeting $66,000.00
from park impact fees and budgeting in FY06107 an additional Part-time Staff Position
($13,000 per year) plus additional operating expenses estimated to be ($ 15,000 per year).
RECOMMENDATIONS:
Staff is recommending that the City Commission approve this application of a
Community Development Block Grant and authorize the City Manager to apply for the
grant on behalf of the City of Winter Springs, and if the grant is approved to appropriate
$66,000.00 from the Park Impact Fees and budget in FY06/07 au additional Part-time
Staff Position ($ 13,000 per year) and operating expenses estimated to be ($ 15,000 per
year).

CERTIFICATION OF ACCEPTANCE OF CDBG
REGULATIONS AS THEY APPLY TO REAL PROPERTY
CDBG
24 CFR 570.505 of the CDSG Regulations pertains to the usage of real property which is
acquired or improved in whole or in part using CDSG funds in excess of $25,000. "These
standards shall apply from the date CDSG funds are first spent for the property until five
years after closeout of an entitlement recipient's (Seminole County) participation in the
entitlement CDBG program or, with respect to other recipients, until five years after the
closeout of the qrant from which the assistance to the property was provided".
Anyone awarded CDSG funds may not change the use or planned use of any such
property (including the beneficiaries of such use) from that for which the acquisition or
improvement was funded.
Therefore, Subrecipients awarded CDSG funds more than $25,000 shall continue to
use the real property for the same purpose and serve the same beneficiaries on the
same real property for a period described above. The County and the Subrecipient
will execute appropriate legal documents such as deed restrictions or land
covenants to ensure compliance.

Outline Specifications
Overview
This project was developed out of a growing need to provide additional meeting, and general assembly
space for various senior citizen's activities at Sunshine Park. In particular this addition, which is accessible
for the disabled and user friendly, will acconunodate a large multi-purpose foom for aerobics and bingo, a
game room for billiards and cards, and a craft room for various art and craft activities, for the City's low
and moderate income seniors.
In addition to expanding the senior center building this project includes a covered outdoor therapy
pool. The City has received a significant amount of interest and demand for a heated water therapy facility
where seniors can participate in numerous aquatic fitness and wellness activities from organized aerobics to
personalized water massage therapy.
Thc project will also provide for additional parking at the existing senior center to acconunodate the
increased participation anticipated wilh lhe expanded facilities.
A. Civil
1. Clearing and site preparation shall be done in accordance with the rccommendation of the
geotechnical engineer.
2. We assume that water capacity is available on site and the new buildings will bc connected to on
site distribution with pvc pipe for potable water and the service size will be limited to this
building's requirements.
3. We assume that sewer capacity is available on site and the new buildings will be connected to on
site distribution with pvc pipe and the service size will be limited to this building's rcquiremenls.
4. We assume that irrigation water capacity is available on site and the new buildings will be
cotUlected to on site distribution with pvc pipe and the service size will be limited to this
building's requirements.
5. Stormwater retention system shall be installed per the St. Johns River Water Management
District's and the City of Winter Springs design standards, and the retention area will be sized for
this projects requirements only.
6. Landscaping, signage, and site lighting shall be provided in the inunediate area of the buildings
per City of Winter Springs standards.
7. Concrete walks shall be 4" 3000 psi concrete on 12" compacted base.
8. Power supply will be coordinate with FP&L and sized for this building's requirements only.
9. Paving will be llonnal wear 1" asphalt in light traffic roads and parking area.
B. Architectural
1. The structural shell shall consist of concrete slab on grade, concrete running foundation, concrete
block exterior bearing wall, and pre-engineered wood roof truss framing.
2. Exterior walls shall be a combination of brick veneer, and stucco finish over cmu, with interior
surface being painted cmu.
3. Roofing shall be standing seam metal roofto match the existing building(s) on exterior cdx
plywood roof deck with 9" foil faced batt insulation.
4. Exterior doors shall be insulated hollow metal doors and ITames.
5. Interior doors shall be stain grade flush solid core wood doors in hollow metal frames.
6. Floor finishes shall be vinyl tile in all interior space with non slip pavers around pool area.
7. Ceilings shall be 2 x 2 lay-in acoustical tile in all areas.
8. All door hardware shall comply with the Standard Building Code as well as with Florida's
accessibility code.
C. Mechanical
1. Plumbing piping shall be copper supply, and pve sanitary.
2. HV AC shall be a ducted supply and retwn split "dx" Wlits.
D. Electrical
1. Light fixtures for the most part in all office and work areas shall be recessed lay-in fluorescent
fixtures with ''p''lamp fluorescent lighting in storage and mechanical areas. The open public and
staff work areas will use indirect fluorescent tube fixtures for better overall illumination.
2. Emergency and exit sign lighting with integral battery packs will be provided for all means of
egress.
3. Fire alarm, voice, and data will be provided.
4. Exterior lighting will be provided on the building and in the covered canopy for minimum-security
level lighting
