REQUEST:
Mayor Paul P. Partyka requests that the City Commission consider adopting the
attached Resolution in support of the organization "Habitat For Humanity."
PURPOSE:
The organization, "Habitat For Humanity" is applying for certification in
Florida's Community Contribution Tax Credit Program, and has requested the
Mayor ask the City Commission to consider adopting a Resolution in support of
this effort.
CONSIDERA TIONS:
. "Habitat For Humanity" is applying for certification in Florida's Community
Contribution Tax Credit Program, so that they will be able to offer their
corporate partners in Seminole County tax incentives for becoming house-
building sponsors.
. Since 1990, "Habitat For Humanity" has built approximately 48 homes
throughout Seminole County

A RESOLUTION BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, CERTIFYING
THAT HABITAT FOR HUMANITY IN SEMINOLE
COUNTY, INc.'S PROGRAM FOR THE CONSTRUCTION
OF HOUSING FOR VERY-LOW-INcOME PERSONS IS
cONSITENT WITH LOCAL PLANS AND REGULATIONS
WHEREAS, Habitat for Humanity in Seminole County, Inc.'s (Habitat) program
for the construction of housing for very-low-income persons is designed to offer home
ownership to very-low-income residents of the City of Winter Springs in an effort to
eliminate substandard housing and develop a healthy, sale and economically viable
community; and
WHEREAS, the Habitat building program makes owner-occupied housing
available to all eligible persons through private-public partnerships and "sweat equity" on
the party of the purchasing persons; and
WHEREAS, the Habitat building program is consistent with the provisions of the
Comprehensive Plan of the City of Winter Springs and all local plans and regulations;
and
WHEREAS, the City of Winter Springs supports both the Habitat building
program and incentive programs that facilitate the provision of affordable, owner-
occupied housing; and
lNHEREAS, Chapter 220, Florida Statutes, provide corporate income tax credits
such as the community contribution tax credit, as set out in Section 220.183, Florida
Stc:.tutes, as an incentive to donate materials to eligible projects for construction of low-
income housing; and
WHEREAS, the criteria set forth in the Statute requires a certification by local
government that the project is consistent with local plans and regulations be included in
the application for community contribution tax credits.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF WINTER SPRINGS, FLORIDA:
1. Habitat for Humanity in Seminole County's building program which provides for
the construction of housing for very low income residents of the City of Winter
Springs is consistent with local plans and regulations.
2. The Mayor is hereby authorized and directed to file this Resolution with the State
of Florida, Office of Tourism, Trade and Economic Development of the
Executive Office of the Governor, The Capitol, Suite 2001, Tallahassee, Florida
32399-0001, to enable Habitat for Humanity in Seminole County, Inc., to obtain
approval for it's projects.
3. This resolution shall take effect immediately upon its passage by the City
Commission of the City of Winter Springs.
