REQUEST: The Public Works Department requests the City Commission validate the
staff recommendation finding the Moss Road International Office Complex
to be built in substantial accordance with the Final Engineering plans and to
accept the potable water and sanitary sewer infrastructure for ownership
and maintenance.
PURPOSE: The purpose of this Agenda Item is to request the City Commission validate the
staff recommendation finding the Moss Road International Office Complex to be
built in substantial accordance with the Final Engineering plans per Section 9-178
and to accept the potable water and sanitary sewer infrastructure for ownership
and maintenance in order for Certificates of Occupancy to be issued. This site is
located on the southeast comer of S.R. 434 and Moss Road.
APPLICABLE CODE:
Section 9-178. Required Improvements to be completed prior to building on
lots; exceptions.
(c) Where the building official has an authoritative method of assurance that the
improvements will be completed in accordance with approved plans, such as
withholding occupancy, the building official may issue building permits upon
advising the developer that all or partial occupancy will be restricted until
satisfactory completion of the improvements has be accomplished.
(d) ... Certificates of occupancy will not be issued until all improvements are
accepted by the city commission.
FINDINGS:
I) All City departments have found the work to be acceptable.

2) The portions ofthe potable water and sanitary sewer improvements to be owned by
the City have been dedicated to the City, and a 2-year maintenance bond has been
provided.
3) The 6-foot block wall along the southern property boundary has been constructed per
the plans and approved by the Building Department.
4) The large backflow preventer that was previously located near S.R. 434 has been
removed per the Commission's direction at the March 13,2006 Commission meeting.
This backflow preventer is not required to service the current phase of building
construction. When the second building pad is developed, a backflow preventer will
be required and is expected to be located well away from S.R. 434.
RECOMMENDATION:
Staff recommends that the City Commission validate the staff recommendation finding the Moss
Road International Office Complex built in substantial accordance with the Final Engineering per
Section 9-178, and accept the potable water and sanitary sewer infrastructure for ownership and
maintenance.
IMPLEMENTATION:
Certificate of Occupancies for those units eligible can be issued after Commission approval.
