REQUEST: Public Worlks Department Updating the City Commission on the Status of
the Tusc~willa Lighting and Beautification District Project
PURPOSE: The purpose of this agenda item is to update the City Commission on the progress
of the Tuscawilla Lighting and Beautification District.
CONSIDERATIONS:
Attached are the November and December monthly progress reports for the
Tuscawilla Lighting and Beautification District. The bids for landscape maintenance and
also fertilization and pest control of the entrance ways and Winter Springs Boulevard was
advertised December 23,2001.

Entry Way Enhancements
The scope of work for this project consists of new entryway enhancements, new
irrigation and re-Iandscaping of the center median islands along Winter Springs
Boulevard.
This is a phased project with a contract completion date established as May 16th, 2002.
Work in place to date is as follows:

General
1. The brickwork is 75% complete at TuscawiJla and Winter Springs Boulevard.
Foudations are 100%
2. Vistawilla Enttance: FouJI(lations have been excavated and rebar is in place on the
eastside ofVistawiUa. Brickwork is complete on the westside of the entrance.
3. Shetland and Citrus: Foundations have been poured, brick is scheduled to start
and be complete during the month of December.
4. Trotwood and Winter Springs Boulevard: Brickwork has been placed on the north
and south sides of Trotwood. 95%
5. At Tuscora: Footings have been excavated, rebar placement is in progress.
6. The center median islands along Winter Springs Boulevard are 100% cleared.
Landscaping and irrigation is ongoing, brick pavers have been installed at SOOIct of
the bullnose ends.
Action [terns
1. At Seneca and Winter Springs Boulevard: Awaiting information from the
HomeOwners Association regarding the acquisition of easements.
2. A waiting Contractor's resubmittaI of change order for Seneca.
3. Awaiting Contractor's resubmittal of fountain shop drawings.
4. sri to present fountain change order to Tuscawilla Lighting and Beautification
District (i.e.: increase pump size. add purification, add debris skimmer).
The project is ahead of schedule as stated in the Contractors November submitred
schedule. Weekly meetings with the Contractor, Architect and City of Winter Springs
continue to monitor the progress and resolve any issues.

Entry Way Enhancements
The scope of work for this project consists of new entryway enhancements, new

1. The brickwork is 90% complete at Tuscawilla and Winter Springs Boulevard.
Brick pavers are 100%; installation of the fountains is scheduled for mid January.
2. Vistawilla Entrance: Brickwork is 95% complete, brick pavers are 100%
complete.
3. Shetland and Citrus: Brickwork is 95%, brick pavers have been installed and are
100% complete.
4. Trotwood and Winter Springs Boulevard: Brickwork is 95%, brick pavers have
been placed and are 100% complete.
5. At Tuscora: Brickwork is 95% complete, pavers are 100%.
6. The center median islands along Winter Springs Boulevard are 100% cleared.
Landscaping is 30%, irrigation is 95% complete, and brick pavers have been
installed at 100% of the bullnose ends.
Action Items
1. At Tuscom the brick entrance walls have been constructed at different elevations
on the East and West sides. Contractor will mise the Eastside to correct.
2. A waiting signed and sealed final shop drawings on water feature.
3 . Awaiting contractors recommendation on health of island oak: tree at main entry.
4. Awaiting final sign mock up.
5. All sites need to be cleaned and construction materials stored/stacked properly.
6. Water feature shotcrete, submitted for architects review.
The project is ahead of schedule as stated in the Contractors November submitted
schedule. Weekly meetings with the Contractor, Architect and City of Winter Springs
continue to monitor the progress and resolve any issues.
