Public Works Department Requesting Authorization to "Piggy-back" offtfle
Seminole County Contract A/B-30210l/GG for construction of the intersection
Signalization System Improvements at State Road 434 and Wagner's Curve with
Traffic Control Devices, Inc.
. PURPOSE:
.
The purpose of this Board item is to request authorization to "Piggy-back" off of
Seminole County Contract A/B-302101lGG and enter into a contractual agreement
with Traffic Control Devices, Inc., Altamonte Springs Florida for the construction of a
traffic signalization system at the intersection of State Road 434 and Wagner's Curve
at a cost of$123,472.83 plus a 10% contingency.
CONSIDERATIONS:
This project is needed to provide for improved traffic control and safety at the
intersection of State Road 434 and Wagner's Curve. Items covered by the standard Seminole
County Contract amount to $113,553.06. Items not covered are:
Pedestrian LED inserts and black round top cabinet
Median modifications and striping
$3,262.54
$6,657.23
The project scope of work includes all labor, equipment, and materials for the
installation of a complete traffic signalization system. The signals will be mast arms as per the
City standard. All permits have been received. The Capital Projects Coordinator
recommendation is attached.

FUNDING:
The proposed contract amount is $123,472.83 and $75,000.00 is budgeted for this
project in the Transportation Impact Fee Fund. The interlocal for this signal anticipated
$25,000 each from the School Board and Seminole County. We have received the $25,000
from the School Board. Seminole County's share was utilized for the temporary signal. In
addition, the developer will be paying $19,533.31 towards the construction for changes
required because of the development. The net cost to the City is $78,939.52 payable from the
Transportation Impact Fee Fund (140-56310). The funds will be spent over the next 150 days.
RECOMMENDATION:
It is recommended that authorization be granted to "piggy-back off Seminole County

Devices, Inc., Altamonte Springs Florida for the construction of a traffic signalization system
at the intersection of State Road 434 and Wagner's Curve at a cost of$123,472.83 plus a 10%
contingency payable from the Transportation Impact Fee Fund (140-56310).
IMPLEMENTATION SCHEDULE:
The scope of work will be completed within 150 days of issuance of the NTP.

On, November 21, 2002, the City of Winter Springs received Traffic Control Devices,
Inc. bid for the construction of the State Road 434 and Wagner's Curve Traffic Signal.
The bid received was priced as follows:

EVALUATION OF RESPONSIBILITY
The Engineer, Professional Engineering Consultants, Inc. recommended that the
contract be awarded to Traffic Control Devices, Inc. based on Seminole County
Contract A1B-3021 01/GG.
RECOMMENDATION
In my opinion, an award of the State Road 434 / Wagner's Curve Traffic Signal
Upgrade project to Traffic Control Devices, Inc. is in the best interest of the City.
