This is a companion item to Consent Item G for installation of soccer field lighting. PURPOSE: The purpose of this board item is to request authorization to piggyback off of City of Jacksonville Bid #SC-0480-00 and Manatee County Bid # IFB 01- 1920-MP for poles and fixtures for 4 soccer field lighting at Ce-ntral Winds Park in the amount of $ 132,049.00. CONSIDERATIONS: . Musco Sports Cluster Lighting is one of the best systems in sports lighting. . The lighting is the same as what currently lights the Central Winds Park baseball and softball fields. . All lighting will have spill and glare central visors. . The best available price is by piggybacking the City of Jacksonville and Manatee County Bids. . The Public Works/Utility Director and Building Official have reviewed the lighting information. 1 FUNDING: $ 350,000 in FRDAP Grant funds were provided in the budget. Service is based on a 300 hour per year lamp usage. Optional programs for 600 and 900 hours are available - contact Musco for more details. Add $133.00 per fixture on each Light Structure Pole. See attached 10 Club Service brochure for complete program details. Musco Multi Watt Option Musco's Multi Watt option provides for a high low dimming option for the 1500 watt and 1000 watt systems. System includes pre-wiring of system in the Sportscluster Remote Electrical Enclosure for LSS and SC-2 products. A Multi Watt Control Panel is required for each zone that is to be controlled. ADD: $56.00/fixture for each lamp to be controlled by the Multi Watt system ADD: $975.00 per zone for each area to be controlled for Multi Watt Control Box. Musco Control LinklContactor Cabinet System Musco's Control 'Link system provides a simple, cost effecti ve way to control and operate your lights. Control Link's wireless control system performs according to schedules you define. Musco's factory assembled Lighting Contactor Cabinets are custom designed to work with the Control Link system. Package includes (1) Control Link system with one year of communication by Musco along with our large 72" x 24" contactor cabinet with (8) 60 amp contactors and (2) OOA switches. Initial on-site training and commissioning of the system is included. Thus, the prices quoted per fixture are not relevant to "Best Buy for the City of Jacksonville" until the City then provides each manufacturer the size of the area (field) they wish to light (defined by grid counts and grid size) and the initial light levels to be achieved. MUSCO "POLE IN THE AIR" INST ALLA TION OPTION The Musco Light Structure System can be purchased "installed" by a licensed Electrical Contractor certified by Musco. This price will include unloading of the equipment upon arrival to the job site, excavation of the holes, assembly of the poles and luminaires, all pole wiring, installation of the prestress foundations with concrete backfill, pole erection and luminaire aiming. Wiring for the Light Structure System is from the lightslluminaire assembly down to the remote electrical enclosure at the base of the pole where it will be terminated on the Musco supplied disconnect breaker. Note: Installation assumes standard soils of 2000 psf with no rock or abnormal collapsing holes. Also, reasonable access to the pole locations must be provided and owner to dispose of excavated spoils from augured hole. Musco will provide final footcandle testing upon installation and energizing of the lighting system. Owner to supply underground electrical feeders, ground rods, papelboard, labor and transformer to energize the lighting system. No Power Company fees are included in these pnces. STRENGTH of the luminaire assembly withstands wind forces of 125 m.p.h. with 1.3 gust factor without damage or misalignment to assembly. b. FINISH SHALL BE GAL V ANIZED by hot-dipping processing to ASTM A- 123 standards shall be used for crossarms, boxes, hubs, or any extensions attached to the pole. 2. ALUMINUM COMPONF:NTS ALUMINUM materials shall be powder coat painted or anodized to MIL-A-8625E and coated with a clear thermoset polymer. 3. STAINLFSS STFF:L DFVICFS ST AINLESS STEEL materials shall be used for all fasteners, latches, hinges, and threaded devices (excluding mounting hardware). All stainless steel shall be coated with a clear thermoset polymer. All mounting hardware fasteners shall be hot-dip galvanized to ASTM A-153 standards. 4. FLFCTRICAL CIRCUITS a. FUSE BLOCK for individual fusing for each load carrying conductor of each lamp circuit. (Neutral conductors are not fused.) b. ASSEMBL Y and wiring of the fixtures is to be completed by the manufacturer who is to provide a warranty of the entire assembly. Manufacturer shall provide a schematic of the wiring on the inside ofthe door of the electrical component enclosure. c. MOUNTING of the NEMA 3R enclosure containing all electrical components, except the lamps, shall be near the base of the pole with the bottom of the enclosure 10 feet above the ground to allow for step ladder maintenance access. d. (UNDERWRITER LABORATORIES) LISTING REPORT shall be provided for the luminaire assembly and its included electrical system in addition to the use of UL. listed components within the system. 5. PHOTOMFTRIC UNIT a. STRUCTURES for the luminaire assembly on each pole are to be..completely assembled in the factory and aimed to form one single photometric unit with the alignment and performance to be guaranteed by the manufacturer. I. , r I ! b. RECAPTURE OF THE AIMING after movement of the fixture during installation or relamping shall be achieved by a positive latching device. In addition there shall be stainless steel bolt and nut to secure the alignment. 6. J JGHT C:ONTROI, a. ENERGY EFFICIENT LUMINAIRES which control light energy and resulting electrical energy use must be such that the reflector system design places more than 60% of the total light output in the lower portion of the projected light below the maximum candlepower point and thereby onto the field to be illuminated. ! i ' I b. SPILL light onto adjoining areas and into sky glow must also be restricted and shall meet the same criteria that more than 60% of the total light is in the lower portion of the projected light below the maximum candlepower. c. GLARE light as viewed from off-site locations shall also be controlled with a reflector system that projects more than 60% of the total light into the lower portion ofthe projected light below the maximum candlepower. 7. LIGHT LRVRLS GUARANTEED footcandles of light as measured by a light meter on a horizontal plane shall be provided as follows: a. INITIAL light levels over the entire field are to average 37.5 footcandles infield. These initial light levels are designed to provide MAINTAINED footcandles of 80% of the initial and would produce an average 30 footcandles. b. UNIFORMITY of the brightest to darkest measurements of horizontal footcandles shall be 2.0 to 1 on the field. c. SPILL light surrounding the playing field shall be measured during the initial hours of operation and the manufacturer shall guarantee that there will be less than Max to Max Spill, Tab footcandle of light generated at the number and location of point around the playing facility shown on the drawings. The spill light at these defined locations shall be measured by pointing a light meter at the brightest light source visible from the designated location. Musco agrees to provide labor and materials for a period of two years to replace defective parts or repair defects in workmanship or, at its election, to pay the reasonable cost of labor for such repairs. For the remainder of the warranty period, replacement parts will be provided at no charge. Labor costs will be the owner's expense. LAMPS - Lamps are warranted not to fail for two years from the date of delivery. Lamps which fail during the first year of the warranty period will be replaced and installed at no cost to the owner. Lamps which fail during the second year of the warranty period will be replaced by the manufacturer, but installation will be the owner's responsibility. Lamps damaged by physical trauma or electrical surges are not covered by this warranty. STRUCTURES for the luminaire assembly on each pole are to be completely assembled in the factory and aimed to form one single photometric unit with the alignment and performance to be guaranteed by the manufacturer. In addition there shall be stainless steel bolt and nut to secure the alignment. 6. I JGHT CONTROl, a. ENERGY EFFICIENT LUMINAIRES which control light energy and resulting electrical energy use must be such that the reflector system design places more than 60% ofthe total light output in the lower portion of the projected light below the maximum candlepower point and thereby onto the field to be illuminated. b. SPILL light onto adjoining areas and into sky glow must also be restricted and shall meet the same criteria that more than 60% of the total light is in the lower portion of the projected light below the maximum candlepower. c. GLARE light as viewed from off-site locations shall also be controlled with a reflector system that projects more than 60% ofthe total light into the lower portion of the projected light below the maximum candlepower. 7. LIGHT I,RVF.LS GUARANTEED footcandles of light as measured by a light meter on a horizontal plane shall be provided as follows: a. INITIAL light levels over the entire field are to average 37.5 footcandles infield. These initial light levels are designed to provide MAINTAINED footcandles of 80% of the initial and would produce an average 30 footcandles. b. UNIFORMITY ofthe brightest to darkest measurements of horizontal footcandles shall be 2.0 to I on the field. c. SPILL light surrounding the playing field shall be measured during the initial hours of operation and the manufacturer shall guarantee that there will be less than Max to Max Spill, Tab footcandle of light generated at the number and location of point around the playing facility shown on the drawings. The spill light at these defined locations shall be measured by pointing a light meter at the brightest light source visible from the designated location. For the remainder of the warranty period, replacement materials will be provided at no charge. Labor costs will be the owner's expense, LAMPS - Lamps are warranted not to fail for two years from the date of delivery. Lamps which fail during the first year of the warranty period will be replaced and installed at no cost to the owner.
