REQUEST: City Manager requesting the Commission to review information regarding
the City Manager's annual evaluation in Performance Year "10" November
1,2004 through October 31, 2005 and to take action the Commission deems
appropriate.
PURPOSE: This agenda item is needed for the Commission to complete the City Manager's
annual evaluation for performance Year "10", November 1, 2004 through
October 31,2005.
CONSIDERATIONS:
PERFORMANCE YEAR "10" COMMISSION GOAL
We have truly experienced a decade of remarkable progress. While the strategic plan for the city
as stated in the City Commission's Goal Statements have changed little over the past lO-years
the progress that has been made in the accomplishment of these goals speaks volumes. These
goals have established a long term set of bench marks that have provided stability and continuity
to policy making rather than radical shifts in direction and the continuous refocusing of resources
that is destructive to real progress.
Although recent one on one discussion with Commissioners has enumerated some specific
projects, they have not indicated any significant shifts in goals and direction.
Therefore, based upon my recent discussion with you it is my belief that the following goals will
continue to reflect your Strategic Plan for the City.
1. Continue to practice conservative fiscal responsibilities.
2. Continue development of the Town Center.
3. Continue the Redevelopment of the West Side of the City.
4. Continue the development of community events and programs that brings the community
together.

5. Continue the advancement of Information Technology with a shift from internal capacity
to improving the interface between the public and the City (E-Government).
6. Continue the focus upon Service Excellence in all departments through continues
improvement.
ACCOMPLISHMENTS
Actual accomplishments during the year were detailed in the FY 2005 CAFR Report and the
Mayor's Annual Report, highlights of which are attached.
Although all are worthy of note, a few deserve special considerations as follows:
Financial: As stated many times, the first function of management is not providing services or
producing gadgets. The first function of management is financial accountability for the
utilization of resources.
The positive reports from the FY 05 CAFR Report provides evidence of excellence in financial
management as evidenced by maintaining spending within budget, increases in reserves, an
unquantified opinion letter of compliance with GAP practices and standards, and a clean
management letter. Evidence is further reflected in the city having the second lowest millage
and lowest per capita spending of the seven cities in Seminole County.
These accomplishments result from the uncommon team work we have enjoyed between policy
makers and management, guided by five important principles:
1. The adoption of and adherence to the 25% reserve policy.
2. The prohibition against the funding of recurring expenses from non-recurring revenues.
3. Fully funding employee compensation.
4. The institution of project accounting.
5. Extensive due diligence in evaluating the impacts of new projects and programs.
The continued cooperation of the Mayor and Commission and City Management in the
maintenance of these principles will continue to dissuade playing games with the budget, and
reduce the potential for financial crisis.
Hurricanes: The City's ability to fully and expeditiously restore the City to normalcy after the
recent hurricanes, to payoff all short term loans, and to undertake preparation for future events
without having to employ any revenue crisis measures cannot be overstated.
Impact Fees: The Commission's support of increased impact and permitting fess to make growth
pay for growth were courageous and prudent acts of the Commission and the staff.
Central Winds Park: The opening of the Central Winds Park expansion area reflects uncommon
wisdom and vision on the part of our residents, elected officials, and the staff.
Veterans Memorial: Construction on the Veterans Memorial will begin officially on Memorial
Day of this year. The Commission's support of the joint venture project with the Rotary Club of

Winter Springs will be looked back upon as one of the City's most lasting projects and a source
of great pride.
Gary Hillery Drive: Although this is certainly not one of the largest projects in the City, the
City's funding of a joint venture with Alex String and Tuscawilla Town Square ends a long time
eyesore and drainage problem in Tuscawilla.
Town Center Sidewalks: Few would recognize the importance of the Commission's support of
staff's recommendations to fund widening of Town Center sidewalks. This wise decision adds
an important element to the goal of making the Town Center a unique and special place.
Expansion of Reclaimed Water System: The Commission's decision to move forward with
expansion of the City's reclaimed water system continues to demonstrate Winter Springs'
leadership in water conservation. The possible joint venture with Oviedo is an important symbol
of intergovernmental cooperation.
Winter Springs/Longwood Utility and Boundary Agreement: Although the amount of land was
not great, this agreement was a huge statement demonstrating that cities can cooperate on
boundary issues, and sending an important signal to other cities regarding Winter Springs'
leadership in this area.
Oak Forest. T.L.B.D. Phase-II Proiect. Winding Hollow Street Lighting. and Dyson Road
Sidewalk Proiect: These projects demonstrate Winter Springs' leadership and capacity to assist
neighborhoods in improving their quality of life standards. The Dyson Project shows that a
strategic approach combined with tenacity can overcome formidable obstacles.
East Rural Transitional Area Study: The City demonstrated extraordinary leadership in initiating
and funding this study. The fact that the political process is not capable of grasping long term
solutions on this issue is unfortunate. Years from now, the opposition will realize the
Commission, Staff, and the Advisory Committee did the right thing.
Public Works Facility: The Commission's support of the new Public Works Facility was an
important decision in continuing the redevelopment of the west side of the City. This will
become obvious to the public when the current facility is removed from the landscape.
Noise Ordinance: Although deliberations of the noise ordinance were extensive, final approval
of the ordinance provides the City with an important tool for maintaining the quality of life in
our City.
Town Center Traffic Circulation Plan: The Commission's and Staff's tenacity, which included a
considerable commitment of resources and complicated intergovernmental chess games, finally
paid off this month when FDOT accepted the Plan. The Plan was of fundamental importance to
accomplishing the design of the Town Center and the Town Center's ultimate success.

First Annual Celebration of Spring: The Commission's financial support of a third major
community event in combination with a lot of creative footwork on the part of staff resulted in a
home run. This commitment to the concept of four major community events actually surfaced in
2004 and evolved now to four fully funded events.
COMPENSATION:
Previous compensation actions by the City Commission have maintained me at or near the
average compensation for City Managers in our population and size range in the area.
I am not making any specific request of the City Commission and thus, leaving it in your hands
to make the right decision.

The Commission may want to consider that 4% merit increases were provided to employees in
performance years 10 and 11. Additionally, the Commission down played my role in saving the
City approximately $500,000 over the past five year's while choosing to recognize financially
the contributions of other department heads. I am not requesting the same kind of financial
recognition given to other department heads. However, I am requesting the Commission to give
consideration to that fact in making your decision.
RECOMMENDATION: It is recommended that the Commission make adjustments in the City
Manager's compensation it deems appropriate.
