REQUEST: Public Works Department is Providing the Commission Information Regarding
the Design and Possible Expansion of the Detention Pond at Saratoga
Condominiums
PURPOSE: The purpose of this agenda item is to provide the Commission information regarding
the possible expansion of the proposed stormwater pond at Saratoga Condominiums
CONSIDERATIONS
· Final Engineering for Saratoga Condominiums was approved by the City Commission at the
April 24, 2006 Commission meeting.
· The approved plans included a proposed wet detention pond at the east side of the property
that would exclusively serve Saratoga Condominiums (see map, Exhibit 1).
· At the April 24 meeting, the Commission requested that Staff investigate the feasibility of
combining the proposed Saratoga Condominiums pond with an existing pond immediately
adjacent to the north side of the Saratoga site (see Exhibit 1). The existing pond serves Moss
Lane and the Excelsior Business Park.
· While the two ponds are relatively close to each other (within 100-200 feet at the narrowest
point), the challenges with combining these two ponds into one pond include:
o The ponds have an elevation difference of approximately 3-feet, with the existing
pond being controlled at an elevation 3-feet lower than the proposed Saratoga pond.
Lowering the control elevation of the Saratoga pond by 3-feet to match the existing
pond elevation in a combined pond is not feasible. Similarly, raising the control
elevation of the existing pond to match the Saratoga pond would be difficult without
substantial grading of the area surrounding the existing pond.
o The land between the two ponds is all jurisdictional wetlands. Wetland mitigation
would be required to connect the two ponds.

o The existing and proposed ponds are both privately owned and would require an
agreement between the two property owners to cover items such as construction cost
sharing, maintenance responsibility, access, etc.
o The time and cost for land acquisition, design, permitting, and wetland mitigation is
probably not compatible with Saratoga's schedule
FUNDING:
None
RECOMMENDATION:
Based on the challenges listed above, Staff does not recommend combining the two
ponds.
