REQUEST: The Public Works Department is requesting authorization to hire American
Water Services to perform Storm Sewer Line Rehabilitation by Piggybacking off
Orange County Project No. Y6-1005-J2
PURPOSE: The purpose of this Board item is to request authorization to piggyback off of Orange
County Project Y6-I005-J2 with American Water Services for lining of storm sewer
pipes at a cost of $54,700 plus 10% contingency.
CONSIDERA TIONS:
This project is needed for the rehabilitation of a storm sewer system pipe made of
corrugated metal pipe that due to age and water flow have rusted out at the bottom and are
failing. The process, a trenchless technology called Resin Impregnated Cured-In Place Pipe
(R1CIPP) lining, is the preferred method of repairing storm sewer pipes when excavation
becomes too costly due to reconstruction costs or proximity of homes. This process relines
the interior of the pipe recreating the wall thickness of the pipe, and does not rust, and does
not affect flow capacities.
The project includes 456 feet of pipe at located between 1173 and 1177 Howell Creek
Drive with the pipe running between two homes, with 7.5 feet on either side of pipe, under
driveways and under a pad mount power transformer. The rehabilitation of the pipe can be
done with no excavating, restoration or potential damage to foundations. The cost of
rehabilitation includes the cleaning, dewatering, installation ofRlCIPP lining and video
inspection. The Public Works - Stormwater Division would like to implement a relining
program for all corrugated metal pipe in the storm system. The program would consist of
inspection, evaluation and budgeting for the lining at specific locations where lining is the best
practical method of reconstruction versus full replacement.

FUNDING:
The Stormwater Utility Fund - Stormwater System (104-63200) is budgeted at
$20,000. An additional $40,192, including 10% contingency, would have to be appropriated
from fund balance (currently projected at $371,964 for this fiscal year) and transferred to this
line code in order to fund this project leaving a projected fund balance of$331,772. The
project cost of $54,700 will be paid from this fund. Funds will be expended over the next 90
days.
RECOMMENDATION:
It is recommended that authorization be granted to piggyback off Orange County
Project No. Y6-1005-J2 with American Water Services for lining rehabilitation of storm sewer
lines at a cost of $54,700 plus 10% contingency, and appropriate $40,192 from Stormwater
Utility Fund balance for additional funding for this project.
IMPLEMENTATION SCHEDULE:
The installation will be complete within 90 days of Commission approval.
