REQUEST: Community Development Department, Urban Beautification Services Division,
Requesting Authorization To Award Improvement Grants Under The FY '05/06
Neighborhood Improvement Grant Program.
PURPOSE: The purpose of this Board item is to request authorization to enter into (6) grant
agreements with Neighborhood Improvement Groups for the installation of trees and
landscaping in public areas within the City of Winter Springs.
CONSIDERATIONS:
The Neighborhood Improvement Grant Program (NIP) was created to promote
beautification enhancements in the Winter Springs Community through equal partnerships
between Citizens and the local City Government. Last year, with the help of the Winter
Springs Beautification Board (BOWS), the grant program funded (4) very successful
beautification projects located in various parts of the City. The projects are now thriving and
will be a benefit to the Winter Springs Community for many years to come.
Earlier this year information regarding the NIP Grant Program went out to the public
via the City water billing, the City of Winter Springs website, and various other publications
readily available to Staff. Grant requirements were also refined to focus on sustainable
materials and to encourage applications from smaller Neighborhood Groups. As a result, the
following (6) grant applications are being recommended by BOWS to the City Commission
for funding in the FY '05/06 grant cycle.

Recommendations for FY '05/06 Grant Funding.
1. Oak Road - Rob Rushing Group
a. Package was complete and met criteria.
b. Total program cost $1,718.00. Grant reimbursement $859.00.
c. City will have irrigation meter installed at median.
d. Located at Oak Road median.
2. Wedgewood Tennis Villas
a. Package was complete and met criteria with modifications.
b. Total program cost $8,342.25. Grant reimbursement $4,171.13.
c. Located in Tuscawilla, along Tuscora Drive in the ROW, adjacent to the
Wedgewood Tennis Villas Subdivision.
3. Mount Greenwood HOA
a. Package was complete and met criteria with modifications.
b. Total program cost $1,810.00. Grant reimbursement $905.00.
c. Located in the Mount Greenwood Subdivision along Dolphin Road ROW.
4. Indian Ridge HOA
a. Package was complete and met criteria with modifications.
b. Total program cost $2,976.20. Grant reimbursement $1,488.10.
c. Located at the entrance to the Indian Ridge Subdivision along Sherry Avenue.
5. Arrowhead HOA
a. Package was complete and met criteria with modifications.
b. Total program cost $1,900.00. Grant reimbursement $950.00.
c. Located in Tuscawilla, along Winter Springs Blvd. in the ROW, adjacent to the
Arrowhead Subdivision.

6. Parks Department Group
d. Package was complete and met criteria.
e. Total program cost $3,175.00. Grant reimbursement $1,585.00.
f. Located at Central Winds Park in the Amphitheater, adjacent to Orange
Avenue.
FUNDING
Funding for the abovementioned grants are available from the Urban Beautification
Services Division Line Code (1525-58000-30077 Grants and Aids), with a total of $15,000
budgeted for FY '05/06.
RECOMMENDATION:
Staff recommends the Commission approve grant funding for the following projects,
as submitted; a total of $9,958.23 to be paid from Line Code (J 525-58000-30077) for the FY
'05/06 Neighborhood Improvement Grant Program.
1. Oak Road - Rob Rushing Group in the amount of$859.00.
2. Wedgewood Tennis Villas in the amount of$4,171.13.
3. Mount Greenwood HOA in the amount of$905.00.
4. Indian Ridge HOA in the amount of$1,488.10.
5. Arrowhead HOA in the amount of$950.00
6. Parks Department Group in the amount of$1,585.00.
IMPLEMENTATION SCHEDULE:
Grant projects will be implemented immediately upon completion of the Grant
Agreement form by each applicant. Projects must be complete no later than August 31, 2006
to qualify for reimbursement under the 2006 Neighborhood Improvement Grant Program.
