REQUEST:
The Community Development Department requests the Commission consider a revised conceptual
development plan for a 160 (was previously170) unit town-house development, to be known as Jesup's
Reserve, on 11 acres in the Down Town, located on the south side ofSR 434, between the Winter
Springs Automotive site and Tuskawilla Road (the site does not extend east to Tuskawilla Road).
PURPOSE:
The purpose of this agenda item is for the Commission to consider and approve a conceptual
development plan modification for a 160 unit town house development on II acres within the Down
Town. The developer has submitted the revised concept and has subsequently, on March 21, submitted
an engineered subdivision plan.

CONSIDERATIONS: The 11 acre site is a mixture of treed and vacant property, with some structures.
It is located within what had recently been a county enclave, just east ofthe [Miranda] Winter Springs
Automotive site, between Tuskawilla Trail and SR 434. the property was annexed into the City and is
now a part ofthe Down Town. The applicant proposes 160 rear-loaded (garage entrances in the rear,
with access from an alley) town house units, a recreation facility with a pool, a pocket park, and a 1.45
acre stormwater pond that doubles as an amenity feature. The subdivision is planned so that the adjacent
town houses face the pond. Some ofthe units do not front on a street, but instead front on common
open space. Utilities and garbage collection, as well as access to the garages, are proposed from the
alleys. The applicant states that the intersections ofthe collector road with SR 434 and Doran Drive and
the neighborhood street along the east side of the property with SR 434 and Cliffiose Drive are properly
off-set or deflected 8 degrees or less from 90 degrees (to help ensure a safe and efficient intersection).

The applicant has (1) reduced the number ofunits by 10 spaces, from 170 to 160; (2) provided additional
''breaks'' between buildings for both emergency access and aesthetics; (3) reduced the number of "guest"
parking spaces (on street parking) from 103 (0.60 spaces per unit) to 92 (0.58 spaces per unit); (4)
rearranged the alleys, particularly creating new access-ways onto the neighborhood street that the City
will construct along the eastern perimeter of the property and realigning one alley access onto the
collector roadway proposed as "McLeod's Way;" (5) removed the mini-park that had been located within
the alley near the southeast corner of the site; and moved the clubhouse area closer to the collector
roadway.
Staff asked the applicant to analyze the traffic safety and efficiency of several potential conflict points, as
part of the traffic study that must be provided with the engineering plans. The applicant has already
agreed to re-align the alley located between units 42 and 43 with the alley that extends generally north
and south on the opposite side of the collector road (the engineering plans reflect this change). Any
changes that may be required through review ofthe traffic study would result in a plan modification.
FINDINGS:
1. The concept is consistent with the comprehensive plan.
2. Any deviations from the Code must be addressed through a development agreement, special
exception, or some other appropriate mechanism
RECOMMENDATION: Staff recommends the City Commission approve the applicant's concept plan,
mindful that any deviation from the Code must be addressed through a development agreement, special
exception, or other appropriate mechanism.
