REQUEST:
The Community Development Department requests the City Commission receive information
from TEl Engineers and Planners on the S.R. 434 Access Management and Road Resurfacing
Program.
PURPOSE:
The purpose of this Board item is for the consultants to inform the Commission on the status of
the S.R. 434 Corridor Redevelopment Program between U. S. 17/92 and S.R. 419. A second
public workshop and reclassification hearing was held on Thursday May 17, 2001 at the Winter
Springs Seventh Day Adventist Church located at 50 South Moss Road.
APPLICABLE LAW AND PUBLIC POLICY:
The provisions of subsections (h)(2) and (I)(4) of Section 134 of Title 23, United States Code (as
amended by the Intennodal Surface Transportation Efficiency Act of 1991) which requires a
Transportation Improvement Program be prepared and approved by a designated metropolitan
transportation organization (MPO). The TIP has been prepared in accordance with Title 23
CFR Part 450 and Title 23 CFR Part 450 and Title 49 CFT Part 613.
CONSIDERATIONS:
On September 9, 1998, the Metro Plan Governing Board approved their Transportation
Improvement Five- Year Work Plan. Approval included $4,274,000 to study, redesign, and
construct raised landscape medians and resurface S.R. 434 from U. S. 17/92 to S.R. 419.
The consultants selected include TEl Engineers and Planners, Lake Mary, Florida (prime
consultant) with assistance from Herbert-Halback, Inc.(public involvement/streetscape);
PEC(surveys/utilities/structures); and Ardaman & Associates(geotechnical).

525-030-155-c. A Class 5 would allow for the maximum
number of median openings and driveways along the project
corridor. The ability to add these additional features are subject
to operational and safety conditions.

The Florida Department of Transportation (FOOT), in its ongoing efforts to meet the
transportation needs of the local community, is proposing to change the Access
CI~lssificatlon for S.R. 434 from U.S. 17/92 to S.R. 419. This change is from an Access Class
4 SInd 6 to an Access Class 5 designation. Access Class 4 and 6 apply to roadways without
medians, while Access Class 5 applies to roadways with a median.
The Class 5 standard would accommodate development to the ureatest extent possiblle
allowed by FOOT under current Florida Administrative Codes, for a multi-lane roadway with
a raised median. An Access Class 5 roadway could provide an increase In the number elf
median openings proposed with a divided four lane roadway. The ability to add thesle
additional features is subject to operational and safety conditions such as proximity to
eXDsting intersections and driveways. A graphical illustration of an Access Class 5 roadway
is shown on the back of this notice.
You are invited to attend a Public Hearing regarding the reclassific~ltion of this portion of Sl~
434. This public hearing will be held on May 17, 2001, at the Seventh Day Adventist Church,
50 South Moss Road, Winter Springs, Florida at 6:30 p.m. The public hearing is beinl;J

The City of Winter Springs has initiated an Access
Management Study for S.R. 434 from U.S. 17/92 to S.R.
419. The purpose of the study is to develop access plans to
improve the safety, operations, and aesthetics of S.R. 434.
Since the last Public Workshop, the study team has
reviewed the traffic data and crash reports within the study
corridor, as well as reviewed the public comments and
detennined the specific needs of the properties and
businesses along this section of S.R. 434.
During the study process, the study team will be holding
two public infonnation workshops, with the second
workshop scheduled for May 17, 200 I.
May 17 Public Workshop
You are invited to get involved. The City of Winter
Springs will host a PUBLIC WORKSHOP on
THURSDA Y, MA Y 17, 2001 at the Seventh-Day
Adventist Church (50 South Moss Road). An FDOT
public hearing regarding the access reclassification of S.R.
434, from U.S. 17/92 to S.R. 419, will begin at 6:30 p.m.
The hearing will be followed by a brief presentation of the
key elements and status of the project.
At the workshop, project infonnation will be on display for
your review and comment. Members of the study team will
be on hand to answer any questions and to hold "one-on-
one" conversations.
During this workshop, we will present the preferred
improvement concept for public review and comment. The
types of improvements that are being studied, include:
>-Construction of a raised median, to include the addition
of landscaping
>- Median opening locations
>- Intersection Improvements, such as the addition of turn
lanes and signal improvements
>-Supporting the a "Village Walk" theme in the section
from Sheoah Boulevard to Moss Road with landscape
and streetscape enhancements
We recommend that you get involved! Following
completion of the Access Management Study, the City,
COtmty, and the Florida Department of Transportation will
begin the design of the recommended improvement for
S.R. 434. Construction will begin upon the completion of
the design.
