REQUEST: The Parks and Recreation Department is notifying the City Commission of the status
of the Florida Recreational Development Assistance Program Grants regarding
Torcaso Park and Sunshine Park.
PURPOSE: The purpose of this item is to update the City Commission on the status of the grant
applications.
CONSIDERATIONS:
· On September 25, 2000, the Commission approved the submission of two (2) Florida
Recreational Development Assistance Program Grants to the State of Florida, Department of
Environmental Protection.
· On February 7, 2001, city staff received the project priority list (ranking) of all grant applications.
· The City of Winter Springs; Torcaso Park Project, scored #32 out of 137 large projects and
Sunshine Park Project scored, #50 out of 137 large projects submitted. These 'rankings should
qualify the city to receive funding in the amount of $200,000.00 each subject to State
appropriations in the next fiscal year. This year the city received a $ 150,000 FRDAP Grant for
Trotwood Park.
. These grants are approved at the $ 200,000 each level as recommended. The city would receive
$ 550,000 in grants over the two-year period.

September-October, 2001 Completion Documentation submitted

Dear Mr. Pula:
We are pleased to inform you that the Florida Legislature has funded the 2001-2002 Florida Recreation
Development Assistance Program priority list. The City of Winter Springs has been approved for
$200,000, which is a grant for Torcaso Park.
A ceremonial check for your project is enclosed. We encourage a joint event with your legislative
delegation and local elected officials. Your legislative delegation has been notified that your project was
funded and that the ceremonial check was sent to you. A sample of the letter sent to legislators is
enclosed. We suggest you coordinate with them for a dedication ceremony.
To assist you with this grant, we will conduct two Grant Implementation Workshops. The workshops will
be held in Tallahassee on July 31 at DEP's Twin Towers Complex and at the Kissimmee Civic Center on
August 2. Attendance is not mandatory but if you have not previously attended, we strongly encourage
your participation. All workshops will be held from 8:30 a.m. until noon. Driving instructions are
enclosed. If you have any questions, please contact our office at (850)488-7896. We look forward to
working with you on this project.
